The bidder should have experience in works of a similar nature and size for each of the last five years. They must have satisfactorily completed, as prime contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal/Left Wing Extremist affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder should also provide information on the total monetary value of civil construction works performed for each of the last five years, and the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause. Additionally, the bidder's financial turnover achieved on account of execution of road works under PMGSY shall be counted as 120% for the purpose of this sub-clause, if the bidder has executed road works under Pradhan Mantri Gram Sadak Yojana in originally stipulated completion period. The bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts, if bidding for a package of contracts. For a Joint Venture, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. Proposals for subcontracting the components of the Works for construction/up-gradation should not exceed 25 percent of the Contract Price. The bidder's experience and resources will be evaluated based on the information provided, and the bidder must meet the minimum qualification criteria to be qualified. The bidder should have experience in road works, and the technical personnel should have a certain number of years of experience in road works, such as a degree holder in civil engineering with 2 years of experience, or a diploma holder in civil engineering with 3 years of experience. The bidder should also have experience in other works, such as building works. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance. The assessed available bid capacity is calculated as (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The amount of Bid Security shall be Rs. 10.66 Lacs, which is 2 percent of the estimated value of the Works, rounded off to the nearest thousand. The bidder's performance security shall be valid until a date 45 days after the expiry of Defects Liability Period of 5 years after intended completion date. The bidder's additional performance security for unbalanced bid shall be valid for 45 days plus intended completion period. The bidder should have a certain amount of experience and resources.
