The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause.
The bidder should also have experience in works of a similar nature and size for each of the last five years, with details of works in progress or contractually committed, along with certificates from the concerned officer not below the rank of Executive Engineer or equivalent.
The bidder's experience as prime Contractor (in the same name and style) on construction works of a similar nature and volume over the last five years, and as Sub-Contractor (in the same name and style) on construction works of a similar nature and volume over the last five years, should also be provided, with certificates from the Engineer-in-charge.
The required prior work experience for the bidder is at least five years, with the bidder having completed works of a similar nature and volume over the last five years as a prime contractor.
The value of similar works completed should be at least one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work, and the bidder should have completed at least one similar work.
The bidder should provide the total monetary value of civil construction works performed for each of the last five years.
The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance.
The amount of Bid Security shall be Rs. 15.50 Lacs, which is 2 percent of the estimated value of the Works.
The bidder should have an assessed available bid capacity calculated as (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, M is 2, and B is the value of existing commitments and on-going works.
The bidder should provide evidence of access to lines of credit and availability of other financial resources or facilities, certified by a banker, with a minimum of 10 percent of the contract value.
The bidder should provide reports on their financial standing, such as profit and loss statements and auditor's reports, for the past three years.
The bidder should provide information regarding any litigation or arbitration during the last five years in which they are involved, including the parties concerned, the disputed amount, and the matter.
The bidder should provide proposals for subcontracting components of the works, aggregating to not more than 25 percent of the contract price.
The bidder should provide the proposed program of construction and Quality Management Plan proposed for completion of the work as per technical specifications and within the stipulated period of completion.
The bidder should provide details of the technical personnel proposed to be employed for the Contract, having the qualifications defined.
The bidder should provide evidence of ownership of major items of construction equipment or evidence of arrangement for possessing them on hire, lease, or buying.
The bidder should provide a power of attorney signed by the legally authorized signatories of all partners, authorizing the lead partner as being partner-in-charge.
The bidder should provide an affidavit stating that the near relations of the specified departmental officers are not in their employment.
The bidder should provide an affidavit stating the names of retired gazetted officers, if any, in their employment who retired within the last two years with the specified ranks from the departments listed.
The bidder should provide information on their experience and resources, which shall not be taken into account in determining their compliance with the qualifying criteria, except to the extent stated in the specified sub-clause.
The bidder should provide information on their available bid capacity, which will be applied for each partner to the extent of their proposed participation in the execution of the work.
The bidder should provide information on their joint venture agreement, if applicable, which should indicate clearly the proposed distribution of responsibilities, both financial and technical, for the execution of the work amongst the partners.
