The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause. The bidder should also have experience of similar works with a total monetary value of civil construction works performed for each of the last five years.
The bidder should have a minimum average annual financial turnover of 75% of the amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs, over the last three years. If the bidder has executed road works under Pradhan Mantri Gram Sadak Yojana in originally stipulated completion period, the financial turnover achieved on account of execution of road works under PMGSY shall be counted as 120% for the purpose of this sub-clause.
The bidder's experience in similar work is also a factor in assessing the capability of proposed sub-contractors. The bidder must provide a proposal for subcontracting components of the works, aggregating to not more than 25 percent of the Contract Price.
The bidder should have experience in civil engineering construction work, with a degree holder in civil engineering with 3 years of experience in road works, a diploma holder in civil engineering with 2 years of experience in road works, and other technical personnel as specified.
The bidder should have a minimum of 5 years of experience in civil engineering construction work.
The figures of 60% and 75% would be replaced by 50% in Naxal/Left Wing Extremist Affected Districts.
The bidder should have a minimum of 25% of all the criteria given.
The available bid capacity of the bidder will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The bidder should provide a certified copy of the Joint Venture Agreement, demonstrating the partners' undertaking joint and several liabilities for the performance of any contract entered into before award of work.
The Joint Venture must also collectively satisfy the subject of the criteria of Clause, with the relevant figures for each of the partners added together to arrive at the Joint Venture total capacity, which shall be 100% or more.
The bidder should provide information on their financial capacity, including their balance sheets, profit and loss statements, and auditors' reports for the last five years.
The bidder should have a minimum amount of liquid assets, and their financial reports should be audited by a Chartered Accountant.
The bidder should provide an affidavit stating that the near relations of certain departmental officers are not in their employment, and an affidavit stating the names of retired gazetted officers (if any) in their employment who retired within the last two years.
The bidder's performance security should be valid until a date 45 days after the expiry of the defects liability period of 5 years after the intended completion date.
The bidder should also provide a proposed programme, including descriptions, drawings, and charts, as required.
The value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited should be provided, with statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed, countersigned by the Engineer in charge, not below the rank of an Executive Engineer or equivalent.
