Technical Capacity
The bidder is required to have prior work experience of satisfactorily completing as Prime Contractor or sub-contractor during the last five years at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of work. The value of similar work is mentioned as 929.33 Lacs, which is 1/3rd of the estimated cost of work.
For road works, the experience required for different technical personnel is as follows:
- Degree Holder in Civil Engineering: 2 years for up to 5.00 crores and 4 years for more than 5.00 crores
- Diploma Holder in Civil Engineering: 3 years for up to 5.00 crores
- W/Supervisor: 3 years for up to 5.00 crores
- Lab Technician: 3 years for up to 5.00 crores
The bidder can subcontract components of the works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price. The bidder should have completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work, excluding maintenance cost for five years.
The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. The bidder should provide details of other civil works of similar nature executed and completed in any Government or Semi-Government Department during the last five financial years.
The bidder should have total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The bidder needs to attach a certificate from a Chartered Accountant for this information.
The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one financial year during the last five financial years, updated to the price level of the last year at the rate of 8 percent a year.
The bidder should also have experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. If the bidder is a Joint Venture, the lead partner should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of the criteria. The Joint Venture must collectively satisfy the criteria.
The bidder should provide information on any litigation or arbitration during the current financial year and during the last five financial years, including the disputed amount. The bidder should propose a program of construction and a Quality Management Plan for all the works, as per technical specifications and within the stipulated period of completion.
The bidder should demonstrate availability of key equipment and technical personnel for construction work. The bidder should not have in their employment near relations of persons listed or any person who retired as a gazetted officer within the last two years without government permission.
The bidder should provide a certified copy of the Joint Venture Agreement, if applicable, demonstrating the partners' undertaking of joint and several liabilities for the performance of any contract entered into before the award of work. The total bid capacity available should be more than the estimated contract value.
The bidder should provide information on the proposed program of construction, which should not exceed the stipulated period of completion. The bidder should provide an affidavit regarding the issuance of a Registration Card/Renewal of Registration Card. The bidder should disclose the bank account number linked with their GSTIN at the time of bid submission.
The bidder should demonstrate availability for construction work of the key equipment, including equipment required for establishing a field laboratory to perform mandatory tests. The bidder should demonstrate availability for construction work of technical personnel.
To qualify for a package of contracts, the bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. The bidder should provide details of similar nature of works, work in hand, and machineries owned or on lease. The bidder is also required to submit scanned copies of certificates showing details of similar nature of works executed.
Therefore, the required prior work experience for the bidder includes experience in road works with specific years of experience required for different technical personnel, and the value and percentage of similar works completed is 1/3rd of the estimated cost of work, with a mentioned value of 929.33 Lacs.
