The required prior work experience for the bidder includes having satisfactorily completed as Prime Contractor or sub-contractor during the last five years at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. The bidder should have completed similar works with a value of at least one-third of the estimated cost of the work, which in one instance is mentioned as 535.64 Lacs. This is equivalent to one-third of the estimated cost. In cases of Naxal / LWE affected districts, the requirement is one-fourth of the estimated cost. For the percentage of similar works completed, it is mentioned that the value of road work completed under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120%. The bidder is also required to have prior work experience in civil works of similar nature executed and completed in any Government or Semi-Government Department during the last five financial years. The available bid capacity of the bidder will be calculated based on the maximum value of civil engineering works executed in any one financial year during the last five financial years, updated to the price level of the last year at the rate of 8 percent a year. The assessed available bid capacity should be equal to or more than the total bid value excluding maintenance. The bidder should also provide details of other civil works of similar nature executed and completed, mentioning allotted cost and work done cost, with a certificate from the concerned officers not below the rank of Executive Engineer or equivalent. The amount of Bid Security is Rs.34.71 Lacs. The bid validity date is 25-12-2025. The bidder should have a proposed programme of construction and Quality Management Plan proposed for all the works as per technical specifications and within the stipulated period of completion. The bidder should also have an affidavit stating that the near relations of certain departmental officers are not in his employment, and an affidavit stating the names of retired gazetted officers (if any) in his employment who retired within the last two years. The bidder should have experience in road works, with specific requirements for technical personnel, including a Degree Holder in Civil Engineering with 2 years of experience for works up to 5.00 crores and 3 years for works above 5.00 crores, and a Diploma Holder in Civil Engineering with 3 years of experience for works up to 5.00 crores and 3 years for works above 5.00 crores. The bidder should have access to lines of credit and availability of other financial resources, certified by a banker, which should be 10% of the contract value. The bidder should also have a valid registration with the Employees Provident Fund organization and a Contractor Registration certificate duly renewed for the current financial year. For Joint Ventures, the lead partner should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of the criteria. The Joint Venture must collectively satisfy the criteria, with the relevant figures for each partner added together to arrive at the Joint Venture total capacity, which should be 100% or more.
