The required prior work experience for the bidder includes having satisfactorily completed as Prime Contractor or sub-contractor during the last five years at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. For road work completed under Pradhan Mantri Gram Sadak Yojana within the originally stipulated period of completion, the value is counted as 120%. The bidder should also have experience in civil engineering works, specifically in road work. The value and percentage of similar works completed include: - 120% of the value of road work completed under Pradhan Mantri Gram Sadak Yojana within the originally stipulated period of completion. - One-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. - A specific value of 663.47 Lacs, which is 1/3rd of the estimated cost of the work, is mentioned as the value of similar works completed by the bidder. Additionally, the bidder's available bid capacity for construction work is calculated based on the maximum value of civil engineering works executed in any one financial year during the last five financial years, updated to the price level of the last year at a rate of 8 percent per year. The assessed available bid capacity should be equal to or more than the total bid value excluding maintenance. Proposals for subcontracting components of the works for construction/up-gradation should not exceed 25 percent of the Contract Price. The bidder's performance in already allotted PMGSY works will also be taken into account during the technical evaluation of bids. The bidder should have completed works of similar nature, with a value that can be calculated as 120% of the original contract value for works completed within the stipulated period. The bidder should provide an Annual Turnover Certificate from a Chartered Accountant for the last five financial years, detailing the turnover from civil engineering works excluding GST. The bidder is also required to demonstrate availability of key equipment and technical personnel. The experience requirements for technical personnel include: - A Degree Holder in Civil Engineering with 2 years of experience for works up to 5.00 crores and 3 years for works above 5.00 crores. - A Diploma Holder in Civil Engineering with 2 years of experience for works up to 5.00 crores and 3 years for works above 5.00 crores. - Other technical personnel have similar experience requirements. The bidder must provide reports on their financial standing, including their profit and loss statement, supported by Income Tax Returns (ITR) for the last five years, along with a credit facility certificate amounting to 10% of the advertised cost from a recognized bank.
