The bidder can subcontract components of the works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one financial year during the last five financial years, updated to the price level of the last year at the rate of 8 percent a year. The bidder should demonstrate having experience in construction work, either owned, or on lease or on hire, of the key equipment stated in the Appendix to ITB, including equipment required for establishing a field laboratory to perform mandatory tests. The bidder should also demonstrate availability for construction work of technical personnel as stated in the Appendix to ITB. For package size exceeding Rs. 10 crore, Joint Ventures are allowed, and the lead partner should meet not less than 50% of the qualification criteria, while each of the remaining partners should meet not less than 25% of all the criteria. The Joint Venture must also collectively satisfy the subject of the criteria, and the relevant figures for each of the partners shall be added together to arrive at the Joint Venture total capacity, which shall be 100% or more.
