NOTICE INVITING TENDERS (NIT)
CHAIRMAN PROCUREMENT COMMITTEE HEADQUARTERS 4 CORPS FOR
CONCLUSION OF CIVIL HIRED TRANSPORT (LT VEHS, BUSES AND
LOAD CARRYING VEHICLES) CONTRACT FOR THE PERIOD
01 APR 19 TO 31 MAR 2020
1. On behalf of the President of India, online bids are invited from bidders (registered
ASC CHT Vendors/ firms in Eastern Command) for provision of Transport services (Civil
Hired Transport) for the period from any date between 01 APR 19 and 31 MAR 2020 as
per schedule of requirements listed in Appendix A to this NIT. Online bids will accepted
between 1800 hours on 28 Jan 2019 to 1200 hours on 07 Feb 2019. The E-bids
will be opened at 1210 hours on 07 Feb 2019 at HQ 4 Corps (ST), Tezpur (Sonitpur)
2. Advertisement regarding opening of tenders (bids) has already been published in
the following news papers by HQ Eastern Command (ST):-
(a) Publishing of Advertisements.
(i) Times of India (English) - Published from Delhi.
(ii) Times of India (English) - Published from Kolkata.
(iii) The Telegraph (English) - Published from Kolkata.
(iv) Sangbad Pratidin (Bengali) – Published from Kolkata.
(b) Schedule of Tendering.

3. Tender documents including Request for Proposal (RFP)/all tender enquiries will
be published through E-publishing and will be downloaded from CPPP site
https://eprocure.gov.in. Request for Proposal (RFP)/Tender forms can be downloaded
from internet CPP Portal (https://eprocure.gov.in). Detailed instructions to tenderers
specific to above mentioned contracts will be available post publication of tenders on
CPPP (Central Public Procurement Portal) (http://eprocure. gov.in). General instructions
and guidelines for bidder enrolment are available on the said portal. All registered ASC
CHT contractors in the Eastern Command enlisted on the CPP Portal are eligible to
participate in tendering activity for above mentioned contracts.
4. Requisite Earnest money must be submitted alongwith tenders. FDR / Bank
Guarantee (BG) should be valid for a minimum period of 135 days from the date of
opening of E-bids i.e (90 days from the date of opening of tender and 45 days after final
bid validity). Details of stations/civil hired Transport Contracts to be concluded alongwith
minimum earnest money are given at Appendix ‘A’ to this NIT.
5. Manner of Depositing of the Bids. The bids will be deposited in following
(a) Online Submission. Detailed instructions to the bidders for online bid
submission are available online. The online bids will be submitted in single stage
two covers system as follows :-
(i) First Cover. In first cover, one PDF file of the following scanned
copies are to be uploaded :-
(aa) Scanned copy of instrument for payment of Earnest Money
(ab) Scanned copy of Personal Account Number (PAN) card.
(ac) Scanned copy of the acknowledgement of latest IT Return.
(ad) Balance Contract Carrying Capacity Certificate as per
Annexure-II of Instructions for bidders (Appendix A to RFP) duly
stamped and signed by contractor (sole proprietor / authorized
partner / GPA holder accredited agent in conditions).
(ae) Scanned copy of Power of Attorney, if applicable.
(af) Scanned copy of Acceptance letter as per Annexure I of
Instructions for bidders (Appendix A to RFP).
(ag) Scanned copy of GSTIN Number.
(ii) Second Cover. It will contain filled Bills of Quantities (BoQ).
Vendor will download the BoQ from the website
