Technical Capacity
The required prior work experience for the bidder includes experience in works of a similar nature and size for each of the last five years. They must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work.
The value of similar works completed is required to be mentioned, and a specific percentage is mentioned for subcontracting, which is not more than 25 percent of the Contract Price. The bidder should have completed works of a similar nature, and the value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause.
Additionally, the bidder must provide details of works performed, including the total monetary value of civil construction works performed for each of the last five years, and details of existing commitments and on-going construction works, including the value of works remaining to be completed. The bidder's available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year.
The total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited is also a required prior work experience for the bidder. The bidder must provide financial reports for the last five years, including balance sheets, profit and loss statements, and auditors' reports, and a certificate from a Chartered Accountant for the last five financial years, excluding the current financial year, with a breakup of civil works and total works, excluding GST/VAT.
