Technical Capacity
The required prior work experience for the bidder includes experience in civil engineering construction works, with specific roles and their corresponding experience requirements:
- Project Manager: B.E. Civil + 3 to 5 Years Exp.
- Site Engineer: B.E. Civil + 1 Years Exp. Or Diploma in Civil Engg + 3 years Exp.
- Plant Engineer: B.E. Mech. + 1 years Exp. Or Dip. Mech. + 5 years Exp.
- Quantity Surveyor: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp.
- Soil & Material Engineer: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp.
- Site Engineer for Routine Maintenance Work: B.E. Civil + 3 Years Exp. Or Diploma in Civil Engg + 5 years Exp.
The bidder must have completed similar works in the last 5 years, with a certificate of similar nature of work done issued by the authorized Engineer in-charge. The bidder should have completed a similar work of value not less than 1/3 (one third) of the DNIT value, with at least 90% of the contract value satisfactorily completed as a prime contractor.
The annual financial turnover amount should be at least 60% of the DNIT value up to Rs. 200 Lakh and 75% of the DNIT value for more than Rs. 200 Lakh, in any one year. The bidder should have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity.
The bidder must provide financial annual turnover for each year from 2020-2021 to 2024-2025, with values to be provided in Rs. Lakhs. The total value of civil engineering construction works performed by the bidder is also required, with values to be provided for each year from 2020-2021 to 2024-2025.
The bidder must also provide an undertaking for investment of minimum cash up to 25% of the value of the work during implementation of the contract. The bidder must have access to or availability of credit facilities, with a minimum of 10% of the notified contract value certified by the bankers.
For unemployed Graduate/Diploma Engineers, there is a relaxation in the qualification criteria, where the minimum annual financial turnover is 25% of the DNIT in any one year.
