Technical Capacity
The required prior work experience for the bidder includes work of a similar nature performed as a prime contractor over the last five years. The bidder should have completed a value of similar work that is at least 1/3rd of the respective value of work, which should not be less than one-third of the contract value. Additionally, the bidder's annual financial turnover should be at least 67% of the DNIT value in any one year. The quantities of work executed as a prime contractor for all main items of work should also be provided for the last five years, with a completion rate of not less than 90% of the contract value and execution of at least 40% of the estimated quantity of major items.
The bidder should also provide information on the quantities of work executed, including major items, in the last five years. A certificate of similar nature of work done, issued by the authorized Engineer in-charge, is required. The bidder's financial annual turnover for the last five years is also required.
The value of similar work and the annual financial turnover are subject to certain conditions and calculations, including an escalation factor to bring the cost of works executed in previous years to a common base value, with a weightage of 10% per year based on rupee value.
Specifically, the bidder should have satisfactorily completed at least one similar work of value not less than 1/3 of the DNIT value. The bidder should also have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity.
The bidder is required to submit a list of existing commitments with the value of remaining work as on the date of submission of the bid. The total value of Civil Engineering construction work performed is also required, with certificates from the Engineer(s)-in-Charge for each year.
