The bidder should have experience in civil works under any Government Department, Assam during the last five years in addition to the current financial year. For key personnel, the required prior work experience is as follows: - Project Manager: 5-10 years of general experience and 3 years of experience in the proposed position. - Site Engineer (Civil): 5 years of general experience and 3 years of experience in the proposed position. - Site Engineer (Electrical): 5 years of general experience and 3 years of experience in the proposed position. - Project Engineer: 5 years of general experience and 3 years of experience in the proposed position. - Work Supervisor: 3 years of general experience and 3 years of experience in the proposed position. The bidder should have at least 1(one) single similar nature work order under Assam Govt. Department/Govt. of India of value not less than 30% of Package value of this tender. The average annual turnover of the contractors should not be less than 30% of the package value. The bidder should have completed similar works with a value of not less than 30% of the package value, and should submit a certificate from the concerned Executive Engineer. The bidder should have a minimum turnover of 30% of the package value in any one year during the last three years, and should submit a certificate from a Chartered Accountant. The bidder should have an average annual turnover of not less than 30% of the NIT/Package value, calculated over the previous 5 financial years. In case of joint ventures, the cumulative annual turnover for civil work only for the registered JV partners will be considered for fulfillment of eligibility criteria, with the bidder's average annual turnover being at least 30% of the NIT/Package value. The bidder should have previous experience of execution of Civil, Electrical and Mechanical works, and must be a registered Class I(A), (B) & (C) category of Contractors/Bidders of Irrigation Department, Assam or any Work Department in Govt. of Assam. The bidder's quoted bid value should not be more than 10% below the tender value. The bidder should submit a statement of the total monetary value of civil construction works performed during the last 5 years under any Works Department in Govt. of Assam/Govt. of India, along with a work order and completion certificate for all civil works allotted during the last five financial years. The single largest work order of any one of the registered JV partners will be considered for fulfillment of the criteria. The bidder should have a bidding capacity calculated by the formula: Bidding Capacity = 2A - (B+C), where A = Maximum turnover in any one year during the last three years, B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed, and C = Value of existing Tender.
