The required prior work experience for key personnel includes: - Project Manager: 5-10 years of general experience, with 3 years of experience in the proposed position. - Site Engineer (Civil): 5 years of general experience, with 3 years of experience in the proposed position. - Site Engineer (Electrical): 5 years of general experience, with 3 years of experience in the proposed position. - Project Engineer: 5 years of general experience, with 3 years of experience in the proposed position. - Work Supervisor: 3 years of general experience, with 3 years of experience in the proposed position. The bidder should have experience in execution of civil works. The average annual turnover within the last five years of the contractors should not be less than 30% of the package value. The value of similar works completed should be at least 30% of the package value. The bidder should have at least one single similar nature work order under Assam Govt. Department/Govt. of India of value not less than 30% of Package value of this tender. The bidder should also have previous experience of execution of Civil, Electrical, and Mechanical works, with a successful work done/completion report duly signed by the concerned Executive Engineer. The bidder should have completed works with a value of at least the NIT/package value. The bidder should have the financial soundness to carry out any contract work of an amount not less than the NIT/package value. The bidder should invest a minimum cash up to 25% of the value of the work during the implementation of the contract. The weightage for the highest value of single work done/completed is 35% for comparison of bids and selection for award. The bidder's past performance during the last 5 years, including timely execution of previously allotted works, ongoing commitments, and financial soundness, will also be taken into account for award of work. The bidder's available bid capacity should not be less than the evaluated bid price. The bid capacity is calculated based on the bidder's highest Annual Turnover in any of the preceding last 3 years, with a maximum bid capacity of 2 times the highest turnover. The bidder should also have a minimum turnover as per the bidding capacity calculation formula: Bidding Capacity = 2A - (B+C), where A is the maximum turnover in any one year during the last three years, B is the value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed, and C is the value of existing tender.
