Pradhan Mantri Gram Sadak Yojana Tender

The bidder is required to have experience in works of a similar nature and size for each of the last five years. They must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder should have completed works of a similar nature and volume over the last five years, with a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. In terms of financial turnover, the bidder should have a minimum average annual financial turnover of 60% of the amount put to bid, in case the amount put to bid is up to Rs. 200 lakhs, and 75% of the amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. For Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance. The bidder should propose subcontracting the components of the works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price. The amount of Bid Security is Rs. 12.52 Lacs, which is 2 percent of the estimated value of the Works. The required prior work experience for the bidder includes a degree holder in civil engineering with 2 years of experience, a diploma holder in civil engineering with 3 years of experience, and others as specified. The bidder should have experience in road works. Specific values or percentages of similar works completed, such as the amount of similar works, are one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work, and 25 percent of the Contract Price for subcontracting, and 120% for the value of road work completed under Pradhan Mantri Gram Sadak Yojana. The bidder should have a minimum average annual financial turnover of 60% or 75% of the amount put to bid, and the amount put to bid is up to Rs. 200 lakhs or more than Rs. 200 lakhs. The bidder's available bid capacity is calculated as (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years. The value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited should be considered. The bidder should demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. For a Joint Venture, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The total bid capacity available shall be more than the estimated contract value. The assessed available bid capacity is calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The bidder should have completed works of a certain value, but the exact amount is not specified.
