The bidder should have experience of work performed as prime Contractor or Sub-Contractor on construction works of a similar nature and volume over the last five years. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder should have experience in works of a similar nature and size for each of the last five years. They should provide details of works in progress or contractually committed with certificates from the concerned officer not below the rank of Executive Engineer or equivalent. Additionally, the bidder should have achieved in any one year, a minimum financial turnover (as certified by Chartered Accountant, and at least 50% of which is from Civil Engineering construction works) equivalent to: 60% of amount put to bid, in case the amount put to bid is Rs.200 lakhs and less, 75% of amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. In Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The amount put to bid above would not include maintenance cost for 5 years and the turnover will be indexed at the rate of 8% per year. The bidder should also have access to a line of credit and availability of other financial resources/facilities, which should be at least 10 percent of the contract value. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance. The Assessed Available Bid Capacity = ( A*N*M - B ), where A = Maximum value of civil engineering works executed in any one year during the last five years, N = Number of years prescribed for completion of the works, M = 2, B = Value of existing commitments and on-going works to be completed during the period of completion of the works. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The bidder should have completed similar works with a value that can be used to calculate the available bid capacity. The bidder needs to attach a certificate from the Engineer-in-charge for the above-mentioned work experience and provide information on the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited, with a certificate from a Chartered Accountant. The bidder should propose a program of construction and a Quality Management Plan for completion of the work as per technical specifications and within the stipulated period of completion. The bidder should also provide information regarding any litigation or arbitration during the last five years in which the bidder is involved. For joint ventures, the lead partner should be the most experienced partner, and the joint venture partners should be liable jointly and severally for the execution of the contract in accordance with the contract terms. The bidder should have a minimum annual turnover, and experience in similar works. In terms of similar works, the bidder needs to provide scanned copies of certificates showing details of similar nature of works executed, works in hand, and machineries owned or on lease or possessed on hire. Therefore, the required prior work experience for the bidder includes experience as prime Contractor or Sub-Contractor on construction works of a similar nature and volume over the last five years, with a minimum financial turnover equivalent to 60% or 75% of the amount put to bid, and access to a line of credit and availability of other financial resources/facilities equivalent to at least 10 percent of the contract value.
