The bidder is required to have prior work experience as a prime contractor or sub-contractor on construction works of a similar nature and volume. The bidder should have satisfactorily completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work, excluding maintenance cost for five years, for which the bid is invited. For work performed as a prime contractor or sub-contractor, the bidder needs to provide information on project details, including contract value and executed amount. The bidder also needs to provide information on their total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. A certificate from the employer, duly issued by an officer not below the rank of Executive Engineer or equivalent, shall be submitted along with the application, incorporating details such as the name of the work, contract value, billing amount, date of commencement of works, actual date of completion of work, and satisfactory performance of the contractor. The bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. In the case of a Joint Venture, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The required percentage of similar works completed is one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work. The bidder should also have access to line(s) of credit and availability of other financial resources/facilities, certified by a banker, which is 10 percent of the contract value.
