The bidder is required to have prior work experience in construction works of a similar nature and volume. As a prime contractor, the bidder needs to provide information on projects completed in the last five financial years and the current year, including details such as project name, employer, description of work, value of contract, and actual date of completion. The bidder must have completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder should provide a certificate from the employer, duly issued by an officer not below the rank of Executive Engineer or equivalent, incorporating details such as the name of the work, contract value, billing amount, date of commencement of works, actual date of completion of work, and satisfactory performance of the contractor. Additionally, the bidder needs to provide information on their total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The bidder should also provide information on their existing commitments and ongoing construction works. No specific amount is mentioned, but the bidder needs to provide information on their bid capacity, including works for which bids have been submitted and works that are yet to be completed. The lead partner in a Joint Venture must meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria.
