The bidder should have satisfactorily completed as Prime Contractor or sub-contractor during the last five financial years and current year before the date of Notice Inviting Tenders at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder should have experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts, with a maximum value of civil engineering works executed in any one financial year during the last five financial years. In terms of value and percentage, the bidder should have completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work, with the value of road work completed under Pradhan Mantri Gram Sadak Yojana counted as 120% of the actual value. The lead partner in a joint venture should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of all the criteria. The joint venture must collectively satisfy the subject of the criteria, with the relevant figures for each partner added together to arrive at the joint venture total capacity, which shall be 100% or more. The bidder's available bid capacity should be equal to or more than the total bid value excluding maintenance, calculated as (A*N*M - B), where A is the maximum value of civil engineering works executed in any one financial year, N is the number of years prescribed for completion of the works, M is a factor not exceeding 3, and B is the value of existing commitments and on-going works. The bidder should also provide details of other civil works of similar nature executed and completed in any Government or Semi-Government Department during the last five financial years and the current year, mentioning allotted cost and work done cost, with a certificate from the concerned officers not below the rank of Executive Engineer or equivalent and clients who may be contacted for further information on those contracts. The bidder's annual turnover from civil engineering works, excluding GST, for the last five financial years should be certified by a Chartered Accountant. The bidder should have a minimum available bid capacity, with the maximum value of civil engineering works executed in any one financial year during the last five financial years, and the number of years prescribed for completion of the works for which bids are invited. The value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited should be provided, along with the stipulated period of completion remaining for each of the works listed, countersigned by the Engineer in charge, not below the rank of an Executive Engineer or equivalent. The bidder should demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts if bidding for a package of contracts. The bidder should provide a certificate from the employer, incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, actual date of completion of work, satisfactory performance of the contractor, and any other relevant information, as per the specified format. The bidder's bid will be liable to be rejected if they do not meet the qualifying criteria, including having a record of poor performance, such as abandoning works, not properly completing contracts, inordinate delays in completion, litigation history, or financial failure.
