The required prior work experience for the bidder includes having worked as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder should provide information on the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited, with a certificate from a Chartered Accountant. The bidder should also provide details of works in progress or contractually committed, along with certificates from the concerned officer not below the rank of Executive Engineer or equivalent. Additionally, the bidder should have experience in works of a similar nature and size for each of the last five years. However, specific values like amount and percentage of similar works completed are not mentioned. The bidder is only required to demonstrate experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. In the case of a Joint Venture, the lead partner should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of the criteria. The Joint Venture must collectively satisfy the subject of the criteria. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The bidder is allowed to propose subcontracting components of the works for construction/up-gradation, aggregating to not more than 25 percent of the contract price.
