The required prior work experience for the bidder includes experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed. The bidder's prior work experience as a prime contractor, member of a joint venture, or nominated sub-contractor will be considered. For joint ventures with an estimated project cost of 50 Crore and above, the lead partner must meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The value of work is Rs.3,29,27,955.47. However, no specific percentage of similar works completed is mentioned. The bidder should have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works, in any one year, over the last five years, of the annual value of the contract/contracts applied for. The required prior work experience for the bidder also includes working under a graduate civil engineer and two diploma civil engineers when the cost of the work to be executed is more than Rs. 50 lakhs, under one graduate and two diploma civil engineers when the cost of the work to be executed is more than Rs. 15 lakhs but less than Rs. 50 lakhs, and under a minimum of two diploma civil engineers when the cost of the work is less than Rs. 15 lakhs but more than Rs. 5 lakhs. The bidder should provide details of specific projects, including the project name, name of the employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, actual date of completion, and any remarks explaining reasons for delay and work completed. A certificate from the engineer-in-charge for the completed projects should also be provided. The experience of other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years, taking into account completed as well as works in progress. The bidder should have a minimum cash investment of up to 25% of the value of the work during implementation of the contract and demonstrate soundness of financial position, including long-term profitability, and provide audited balance sheets for the last five years.
