The required prior work experience for the bidder is that they should have satisfactorily completed, as prime Contractor, at least one similar work equal in value to one-third of the estimated cost of work for which the bid is invited. However, in Naxal / Left Wing Extremist Affected Districts, the figures of one-third would be replaced by one-fourth. Additionally, the bidder should have achieved a minimum financial turnover, as certified by a Chartered Accountant, equivalent to 60% of the amount put to bid if the amount put to bid is Rs.200 lakhs, or 75% of the amount put to bid if the amount put to bid is more than Rs.200 lakhs, with at least 50% of which is from Civil Engineering construction works. A maintenance engineer with a degree/diploma in civil engineering and three years of experience is also required. The bidder must demonstrate availability for construction work of technical personnel and produce the detail experience of the technical personnel & the curricular vitae (CV) during signing of agreement. The estimated cost of work is Rs. 200 lakhs. The bidder should have experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited should be provided. The assessed available bid capacity will be calculated as under: Assessed Available Bid Capacity = ( A*N*M - B ), where A = Maximum value of civil engineering works executed in any one year during the last five years, N = Number of years prescribed for completion of the works, M = 2, B = Value, at the current price level, of existing commitments and on-going works to be completed during the period of completion of the works. The bidder is required to provide annual turnover certificate from Chartered Accountant for last five financial years with breakup of civil works and total works in each financial year. The bidder is also required to provide details of technical personnel proposed for the contract, including their qualification, years of experience in road works, bridge works, and other works. In terms of specific values and percentages, the bidder should have completed at least one similar work equal in value to one-third (or one-fourth in Naxal / Left Wing Extremist Affected Districts) of the estimated cost of work, and achieved a minimum financial turnover equivalent to 60% (or 75% if the amount put to bid is more than Rs.200 lakhs) of the amount put to bid, with at least 50% from Civil Engineering construction works.
