The bidder should have prior work experience as a prime contractor on construction works of a similar nature and volume over the last five years. The bidder must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. Additionally, the value of road work completed by the bidder under specific schemes in originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder's experience as a sub-contractor is also to be mentioned. The bidder should have experience in works of a similar nature and size for each of the last five years, with a certificate from the Engineer-in-charge for the work performed as a prime contractor. The bidder should provide details of the value of contracts and payments received for each of the last five years. The bidder should also provide details of works in progress or contractually committed, with certificates from the concerned officer. Furthermore, the bidder should propose subcontracting the components of the Works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price. In terms of specific values, the bidder's annual turnover should be at least 60% (50% in Naxal/Left Wing Extremist Affected Districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited, and the bidder's turnover for the last five years should be at least 75% (in Naxal/Left Wing Extremist Affected Districts, the figure is 50%) of the amount put to bid if the amount put to bid is more than Rs. 200 lakhs. The bidder should also have access to line(s) of credit and availability of other financial resources/facilities (10 percent of the contract value) certified by banker.
