Technical Capacity
The required prior work experience for the bidder includes:
- Project Manager: B.E. Civil + 3 to 5 Years Exp.
- Site Engineer: B.E. Civil + 1 Years Exp. Or Diploma in Civil Engg + 3 years Exp.
- Plant Engineer: B.E. Mech. + 1 years Exp. Or Dip. Mech. + 5 years Exp.
- Quantity Surveyor: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp.
- Soil & Material Engineer: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp.
The bidder should have completed works of a similar nature and size for each of the last five years. The value of similar works completed should be at least 1/3rd of the respective value of work. The annual financial turnover amount should be 67% of the DNIT value in any one year. The bidder should have executed the minimum quantities of major items of work, usually not less than 40% of the estimated quantity.
Additionally, the bidder should have a minimum cash investment of up to 25% of the value of the work during implementation of the contract, and liquid assets or availability of credit facilities of at least 10% of the DNIT value. The performance security should be 2% of the contract value, and an additional performance guarantee amount shall be in accordance with the State Govt. Notification.
The bidder must also undertake to invest a minimum of 25% of the value of the work during the implementation of the contract. The bidder is required to submit a certificate of similar nature of work done, completed in the last 5 years, and a certificate of executed quantities of work done in the last 5 years.
The bidder should indicate actual figures of cost and amount for the works executed by them. The bidder should have completed at least 40% of the estimated quantity of major items as detailed in the online Bill of Quantities. The bidder should have experience in works of a similar nature and size for each of the last five years, with a minimum annual financial turnover of 25% of the DNIT in any one year.
The maximum value of civil engineering works executed in any one year during the last five years should be updated to the price level of the year indicated, with a rate of inflation of 10% per year. The value of existing commitments and ongoing works to be completed during the next financial year should also be provided. The bidder should have satisfactorily completed at least one similar work of value not less than 1/3 of the DNIT value.
The bidder should demonstrate availability of key personnel with adequate experience. The bidder should have a minimum annual financial turnover, and the bidder should have satisfactorily completed at least one similar work, with a value not less than 1/3 of the DNIT value. The bidder should have executed, in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity.
The bidder should have completed similar works with a value of at least 1/3rd of the respective value of work mentioned. The bidder's available bid capacity is also assessed, and they should have a minimum cash investment of up to 25% of the value of the work during implementation of the contract. The bidder's performance report of already allotted works is evaluated, and no work will be allotted to a bidder who has displayed poor performance in any already allotted works.
The bidder should also have liquid assets or availability of credit facilities of at least 10% of the DNIT value. The performance security should be 2% of the contract value, and the additional performance guarantee amount shall be in accordance with the State Govt. Notification. The bidder should also have completed at least 40% of the estimated quantity of major items as detailed in the online Bill of Quantities.
The bidder is required to submit an audited balance sheet for the last 5 years, showing the amount received from civil contracts. The bidder must also provide a list of existing commitments with the value of remaining work as on the date of submission of the bid. The bidder must submit an undertaking of technical key persons proposed by the bidder with attested copies of certificate of academic qualification, complete postal/e-mail address, contact number, and details of past experience with project names.
The bidder must also undertake to invest a minimum of 25% of the value of the work during the implementation of the contract. The bidder must have experience of successfully executing works of similar nature. The bidder is required to be registered with PWRO, Assam, as per Govt Notification No. DASAR 132/2018 dated 20/07/2018.
