The required prior work experience for the bidder includes having completed works of a similar nature and size. Specifically, the bidder should have completed works of a similar nature in the last 5 years, with a value of at least 1/3rd of the respective value of work in the IFB. The annual financial turnover of the bidder should be at least 67% of the DNIT value in any one year of the respective value of work mentioned in the IFB. The value of similar work should be not less than one third of the contract value, and the bidder should have completed quantities of work as specified in the bid document, with a minimum of 40% of the estimated quantity of major items. The bidder's available bid capacity should be more than the total bid value, calculated as (A*N*2-B), where A is the maximum value of civil engineering works executed in any one year, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works. Additionally, the bidder should have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity. The cost of completed works of previous years shall be given weightage of 10% per year based on the rupee value to bring them to the present price level. There is also a relaxation in qualification criteria for unemployed Graduate/Diploma Engineers of Assam, which includes a relaxation in the minimum annual financial turnover to 25% of the DNIT, and exemption from the requirement of a single similar nature of work performed as prime contractor. Certificates of similar nature of work done and executed quantities of work done in the last 5 years, issued by the authorized Engineer in-charge, are required. The credential certificate for single similar work/quantity executed in a particular year should contain the full name, address, e-mail address, fax no. & mobile no. of the issuing officer and his head of the department.
