A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year,
N = Number of years prescribed for completion of work for which bids has been invited,
B = Value of existing commitments and balance amount of ongoing works with the tenderer as on date on month prior to the tender closing date to be completed in next ‘N’ years.
For tenders having advertised value more than Rs 20 crore, the tenderer will be qualified only if its available bid capacity is equal to or more than the total bid value of the present tender.
The tender requires the bidder to have a minimum average annual contractual turnover of V/N or V, whichever is less. The formula for this is:
V = Advertised value of the tender in crores of Rupees
N = Number of years prescribed for completion of work for which bids have been invited

Technical Capacity
The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 7 years:
- Three similar works costing not less than 30% of the advertised value of the tender,
- Two similar works costing not less than 40% of the advertised value of the tender,
- One similar work costing not less than 60% of the advertised value of the tender.
In case of composite works, the bidder must have completed similar works for each component, with values of 30%, 40%, or 60% of the advertised value of each component.
The value and percentage of similar works completed are considered in the evaluation of the bidder's credentials, with specific values and percentages including 30%, 40%, and 60% of the advertised value of the tender or each component of the tender.
Additionally, for subletting work, the subcontractor must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years.
However, no prior work experience is required for tenders with an advertised value up to Rs 50 lakh.
