The bidder should have a minimum of 1 year of experience in operations. The years of experience will be counted from the date of agreement of the work. The bidder will be assigned scores based on their years of experience, with 100 marks for more than 8 years, 80 marks for 5-8 years, 60 marks for 2-5 years, and 40 marks for 1-2 years. The bidder's prior work experience will be evaluated based on the percentage of similar works completed. The bidder will be assigned scores as follows: - 50 marks if the bidder has completed or received payment for 1 project > 50% or 2 projects > 40% of the advertised tender value. - 20 marks if the bidder has completed or received payment for 1 project > 40% of the advertised tender value. No marks will be assigned if all projects completed are less than 40% of the advertised tender value. The bidder should have satisfactorily completed one similar single service contract for a minimum of 35% of the advertised value of the bid. The similar single work is defined as "Erection and commissioning or Operation or Maintenance of 25 kV AC or higher voltage" sub-station or switching station or overhead equipment (OHE) in Indian Railways or Government organizations or PSUs or public listed company/private company/Trusts. A deduction for percentage penalty imposed will also be applied, with a reduction in score equal to the percentage penalty imposed in the respective contract, but no reduction for percentage penalty less than 5%. Contracts with a percentage penalty more than 20% of the contract value will not be considered for the calculation of scores. The total value of the work irrespective of date of commencement will be considered for the assessment of experience provided that the work is completed within the prescribed period. Completed service contracts include ongoing service contracts subject to payment of bills amounting to at least 35% of the advertised value of the bid. The bidder will be evaluated based on the payment received for similar works, with the following scoring system: - 50 marks if the bidder has completed or received payment for 1 project > 50% or 2 projects > 40% of the advertised tender value of the bid. - 20 marks if the bidder has completed or received payment for 1 project > 40% of the advertised tender value. - No marks if all projects are less than 40% of the advertised tender value completed. Work experience certificate from private individual shall not be accepted, and certificate from public listed company/private company/Trusts having annual turnover of Rs. 500 crore and above is required.
