The required prior work experience for the bidder includes total experience in highways, with an average annual financial turnover. The bidder should have experience in works of a similar nature and size for each of the last seven years. The bidder should have completed works with a total value of at least a certain amount, with a stipulated period of completion and actual date of completion. The similar works can be one of the following: - Three similar completed works costing not less than Rs. 319.16 lakhs each, - Two similar completed works costing not less than Rs. 398.95 lakhs each, - One similar completed work costing not less than Rs. 638.31 lakhs. The completion of the similar work should be at least 90% of the contract value. The bidder is required to have prior work experience in operation and maintenance/construction of 2/4/6 laned highway for O&M contracts, or experience in bituminous work on 2/4/6 lane highway for special repairs/renewal work contracts. The required prior work experience includes: (i) One similar completed work costing not less than Rs. 319.16 lakhs, (ii) Two similar completed works costing not less than Rs. 398.95 lakhs each, (iii) One similar completed work costing not less than Rs. 638.31 lakhs. An escalation factor is provided to bring the value of completed works to the level of the current financial year, with multiplying factors ranging from 1.10 to 1.95 for works completed in the last 7 years. The bidder must have experience of bituminous work on 2/4/6 lane highway for O&M contracts. The bidder should have completed works of similar nature, with an escalation factor applied to bring the value of such completed works to the level of the current financial year. The bidder should have completed at least 75% of the value of indented work in any 3 indents issued by the Engineer. The bidder's available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the current year. The bidder should demonstrate availability of key equipment and personnel with qualification and experience. The bidder should have experience in road maintenance, road property management, and incident management, with specific requirements for equipment and personnel. The amount of liquidated damages for delay in completion of works is 0.1 percent of the Indented value, rounded off to the nearest thousand, per day, with a minimum of Rs. 10000 per day, and a maximum limit of 10% of the Initial Contract Price. The bidder's bid capacity should be more than the total bid value. The Defect Liability Period will be 12 months for BC Overlay from the Date of Completion. The bidder should also have experience in works such as emergency, routine, periodic, and disaster maintenance. The bidder's bid will be evaluated based on the lowest evaluated bid price, and the employer reserves the right to accept or reject any bid. The performance security will be an unconditional e-Bank Guarantee/Bank Guarantee, and the bidder may be required to produce detailed price analysis for any or all items of the Bill of Quantities. The bidder's available bid capacity will be calculated as (A * N * 2.5 - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and B is the value of existing commitments. The bidder should submit an affidavit on a Stamp Paper, duly attested from the Notary Public, that the information furnished with the bid documents is correct in all respects. The bidder should demonstrate availability of key equipment for this work and availability of personnel with qualification and experience. The bidder's bid will be rejected if it contains several items in the Bill of Quantities that are unrealistically priced low and cannot be substantiated satisfactorily, or if the bid is seriously unbalanced. The employer may require the bidder to produce detailed price analysis for any or all items of the Bill of Quantities, and may increase the amount of performance security if the bid is seriously unbalanced. The bidder should have experience in road maintenance, road property management, and incident management, with specific requirements for equipment and personnel. The amount of liquidated damages for delay in completion of works is 0.1 percent of the Indented value.
