PART - A - EQUIPMENT & MATERIAL SUPPLY Design, detailed engineering, approvals, fabrication, welding, inspection, supply of various manufacturing facilities as per the Drawings & details given in SOW sheet & Tender documents, including design basis & technical specifications document. The items rate given below is on lump sum basis and are inclusive of all labors, materials, transportation, insurance, loading, unloading, supervision during unloading & installation works etc & any other cost, required for the completion of the items / manufacturing facilities in entirety as given below. Bidders are requested to visit the site, understand the entire project requirement, check the backup items & quantity including any extra items required (if any) considered for arriving the items rate as described and quote accordingly. Comprehensive Annual Maintenance Contract for a period of Five years for the entire Process plant eqipments, like ABBs, SMBs, Homogenizer, Contacters, Processing Vessels, Piggable Equipments, field instruments, TFMS, PAS, control room equipments & system, DCS, PLCs etc and any other equipment supplied by vendor under this tendered work to meet the rated capacity & thruput of the individual manfacuting facility.
Cost of all the required spares, hardwares, softwares modification, tools and tackles, labours, Preventive & Breakdown maintenance Services, calibration of equipments/ instruments, rectification/ replacement of faulty equipment etc required for running /operation of entire plant, to the desired performance level throughout the contract period of CAMC is included in the item rates and the same has to be borne by the Vendor.
This item includes the cost of permanent positioning of min. one (1) Resident engineer for core process equipments and min. one (1) Resident engineer for Automation & Control System ( i.e. positioning of minimum 2 nos resident engineers shift wise on daily basis). Payment for this item shall be made monthly on prorata basis considering a production of two shift operation. However, in case the production requirement / projected by IOCL is reduced to single shift per day for continuous two months and it is observed that only one / general shift is sufficient, then payment shall be made half for the subsequent months against this item, till two shifts operation get started. Note : 1. Order for CAMC shall be placed by plant separately on yearly basis, after the default warranty period of one year is over from the date of SAT is completed & facilities are commissioned and handed over to IOCL.
2. In case there is delay in commissioning of commercial production of plant, CAMC order shall be placed for the remaining balance period out of said 5 years.

PART - C - OTHER SERVICES (SUPPLY & INSTALLATION - COMPOSITE ITEMS) Develop State-of-Art design for the Control Room, taking into account the functional requirments and identifying the appropriate technologies in terms of furniture, Videowalls, collaboration solutions etc., Room interiors ( false flooring, cable ducting or any other item if required etc.). Design should be directed towards fulfilling the functional needs of a Control Room environment where it primarily focuses on the comfort of the operators to enhance their alertness required during the routine operations. Basic requirements shall include (a) Plant visualization and information all in one view (b) Console design - with dedicated function switches /Essential functions - at fingertips (c) Process overviews on large interactive display panels (d) Improved plant wide collaboration & optimization (d) OWS designed to ensure Ergonomics and customised operator environment; (e) Automation of pre-defined plant operation sequences; Working Environment shall be preferably designed in accordance with ISO 11064 that targets the operators need and requirements. Following Minimum manning levels are expected : (a) 3 operators for PCS (b) 1 operator for PAS / TFMS and ACS/CCTV & VMS - TOTAL - 4 operators Execution shall be co-ordinated with Civil & Interior contractor who will execute the work based on the design & speciications to be provided by the CPE Vendor and under their guidance and overall co-ordination - in respect of items such as Flooring, ceilings, partitions, wall panelling, doors & windows, finishing works etc. However, CPE vendor shall have overall design & execution responsibility for the implementation of the approved design with specific responsibility towards supply, assembly / installation, finishing, testing & commissioning as per applicable standards – of the Control room furnishings viz (a) Operator Consoles (b) mounting arrangements for Videowalls & Displays (c) Lightings (d) Acoustics (e) Networking & interface management (f) Control Desks & Chairs etc. shall be part of CPE scope. These consoles & control desks, video walls shall be primarily for accommodating IT Hardware/Servers/OICs already considered under control room equipment item head as per SOW.

General notes & scope for entire tendered work. 1. The vendors may kindly note that the layout, PFDs and P&IDs, product compositions & physical properties etc for the project are attached. Since all relevant details / data is being provided, the vendor (s) have to validate the P&IDs and PFDs and design the complete system as per contract for achieving the desired thruput of different plants and transfer, filling and loading requirements as stipulated in the basis of design document and SOW sheet. It shall be the responsibility of the successful bidder to study, suggest, modify these drawings if required for the project. It shall be the responsibility of the vendor to submit the final deliverables like PFDs, P&IDs, Data sheets, design and details for piping, electrical, instrumentation, data sheets of various equipment being supplied under the contract by the vendor and data sheets of various equipment to be supplied by IOCL - in respect of all CORE PROCESS PLANTS covered in vendor's scope (viz. Lubes, VII, Bituminous Lubes, Rubber extender oils, BN Extract oils, LOBS Loading & Greases etc). Vendor's scope also includes Supervision of unloading of all supplied equipments at plant site, safe storage and security, storage insurance, issue of equipments/ skids / materials to the Mechanical contractor for the Installation work, Supervision of Installation, erection, fabrication, testing & commissioning work in entirety. The bidder has to quote price in BoQ, considering any additional supply of equipment over and above the equipment (s) as defined in P&IDs and PFDs and the Indicative List of Equipment as given in the SOW sheet & tender for achieving the desired thruput of different grades, transfer and loading. No additional cost is envisaged as all the relevant details are being shared with the vendors. However, any additional requirements wrt additional thruput/grades arising out of operational necessity or any other reasons only (during detailed design stage and execution of the project after award of the contract) shall be paid extra at mutually acceptable price with justification. 2. DOCUMENTS REVIEW OF PROCESS PIPING, UTILITY & ELECTRICAL SYSTEM To review the design & engineering for COMPLETE PROCESS PIPING SYSTEM including piggable piping system for all CORE PROCESS PLANTS & ASSOCIATED PRODUCTION FACILITIES – for process pipelines right from Base oil and Additives receipts, transfer from storage to Process, transfer from Process to FP storage tanks, FP storage tanks to filling lines or for loading into bulk TTs, transfer of packed products from Filling lines to warehouse, dispatch of the packed finished products (in bulk, small can, pails, buckets, barrels, drums and IBCs etc) and also dispatch of Base oil and additive in bulk. Vendor may advise suitable changes if any required to meet the desired production capacity or to improve efficiency /optimize costs - in respect of all plants (viz. Lubes, VII, Bituminous Lubes, Rubber extender oils, BN Extract oils, LOBS Loading & Greases etc) including their associated Tankfarms, Filling & loading facilities.
UTILITY SYSTEM To provide Utility Balance for all utilities required in CORE PROCESS PLANTS and review / validate the design, engineering & sizing of utility systems proposed (viz. Thermic fluid heating system, Process & Instrument air system, Steam generation system, Cooling Water system, Chilled water system, Raw water & Process Water system) – and confirm the adequacy for plant operations to deliver the desired throughputs. Scope also includes validation of the design for the Utility piping & distribution systems – and confirm the adequacy /sustainability & suitability of the same to meet the design requirements & optimized utilization. ELECTRICAL SYSTEMS FOR PROCESS PLANT (Supplied by IOCL)
Scope includes review and validation of the electrical system proposed/ supplied by IOCL for all CORE PROCESS PLANTS & ASSOCIATED PRODUCTION FACILITIES so as to confirm the adequacy / sustainability & suitability of the same to meet the desired functional and performance requirements & optimum utilization. Vendor to note that main incoming power to one number main panel / PDB of the skid/ manufacturing facility (grade wise) /plant shall be provided by IOCL and scope of work of vendor includes cable termination to the panel. Vendor should also provide cable and further connection, in case the requirement is there for more than one panel for said skid/ manufacturing facility (grade wise) /plant.
4. Single phase power supply from UPS to individual field instrument/ equipment wherever is required is in the scope of vendor including cabling work.
5. The Successful bidder has to develop and submit the FDS ( Functional Design Specifications) and SRS ( Software Requirements Specification) documents for IOCL / PMC approval during detailed engineering.
6. All supply items/ equipments, field instruments & valves etc shall be inspected as per approved QAP and relevant codes & standards. The inspection shall be carried out by the approved agencies (appointed by IOCL) as per tender in compliance with relevant codes & standards at manufacturer's works.

The proposed Dissolution facility shall be based on High Shear Bottom entry disintegrator & In-line mixer based as detailed 2.1A of SOW. This blending system should be fully integrated to manufacture 9,600 MT/Annum of various grades of VI Improvers - as per the details given in Basis of Design. Scope of work and reference PFD & P&IDs are indicated in SOW sheet against respective items. The overall PFD and P&ID are as per enclosed : 90-0RG2N-A3-012 Rev I (PFD), 90-0RG2N-PID-009 Rev H (P&ID); The formulations of different grades along with physical properties are stipulated in Basis of Design document of Technical bid. Field instruments and valves for Process - INSTALLATION
Field instruments erection, assembly, calibration, installation as per Hook up drawing, fabrication, welding, testing, cabling, tubing, pre-commissioning, testing, trial runs, SAT and commissioning etc. of all BULK FIELD INSTRUMENTS & AUTOMATED VALVES & CONTROL VALVES, Analyzers etc. complete with neccesory erection hardware. All In-line instruments & Valves will be installed by the Mechanical contractor but the supervision of this work, cabling and tubing work will be carried out by Vendor.
Scope includes loop checking, testing, integration, power on commissioning and Site Acceptance Test (SAT) of field instruments & valves as per type, specifications, sizes indicated in data sheets and technical specification complete with required accessories & erection hardwares for the complete plant including all Process plants, Tankfarms, Mini-bulk tanks, Filling lines, Utilities and associated pipelines etc. as required, generally as per the Instrument & Valve list, specifications & datasheets shared, which gives the tentative requirements based on the P&IDs developed by PMC and only to serve as a guide.
