PROCESS CONTROL SYSTEM - INSTALLATION Installation, assembly, integration, pre-commissioning, testing, trial runs, commissioning and SAT of DCS based Process control system for entire plant with necessary Servers, Engineering Work Stations (EWS), Operator Work Stations (OWS), Remote I-O (RIO) panels - complete as a system with ADVANCED RECIPE MANAGEMENT SYSTEM & related systems for production of Lubes, Greases, VII/VM dissolution, Bituminous Lubes, Rubber Extender oils, BN Extract, Coolant & Brake fluid, Transformer Oils, White Oils, DEF as per required product portfolio & mix and with seamless integration with related production sub-systems such as Tankfarms (Base Oils, Additives & Finished products), Bulk loading, RM unloading, Filling line systems, Utility systems, iMCCs, Pipeline receipt system, Powder handling systems, Pollution control systems - and having seamless integration with IOCL ERP (SAP), PAS, Safety PLC, Pipeline receipt PLC system, CCTV system, Fire fighting system, Access Control system, PA, Weighbridge system, WMS, TFMS, and any other third party systems. Contractor shall complete the work in all respect in accordance with the drawing, specification, codes & standards, manufacturer's installation procedures, instructions manuals & direction of Engineer−In−Charge. Scope includes installation, Testing, commissioning and Site Acceptance Test (SAT) of Main DCS Panel with redundant processor, Redundant Power supply units, TBs ( Terminal Blocks), communication ports for integration with third party system, Dual Ethernet ports per processors, Serial Interface Modules, wirings, glands, plugs, other modules/ hardwares required for interfacing all the required field and control room equipments including PAS, safety PLC, IMCC, IOCL ERP system, Field RIO panels, WMS, and spare requirements etc complete as per specification and tender document.wih all required accessories complete in all required aspect. Scope includes checking of all sub system installed by mechanical and electrical contractors (viz., pumps, agitators, piggable transfer system, other process plants and equipments etc.,) including startup, remote communication associated with the plant for validation of completion of the work. CPE vendor scope includes providing effective supervision for installation of CPE equipment as well as Piggable Pipelines which are already covered separately. Scope will also include site supervision for commissioning & startup activities for all plants, off-sites, tankfarm and control systems - so as to ensure complete & smooth commissioning of the entire plant set up. Scope includes checking of all pipeline (piggable as well as process pipelines) for their proper installation, internal cleanliness and connectivity as per the control system requirement. CPE shall also check all individual sub-systems (viz. pumps & agitators, filling lines, utility equipments, powder handling systems, scrubber systems, etc.,) so as to ensure proper start-ups and smooth running & control as per the control philosophy. CPE shall be responsible for checking the Backbone communication network between Control System and all sub-systems as well as between Control system and other external systems viz. ERP, safety systems and Security systems through Gateway servers. CPE vendor shall ensure integrity of the entire network by ensuring complete IO checking, wire-to-wire testing (cold loop check), hot loop checking, interlock checking, trials and commissioning etc. for all systems to ensure proper feedback communication as required by the Process for all Plants including non-CPE process plants.

LUBE OIL BLENDING EQUIPMENT - SUPPLY Design, engineering, manufacture, test, FAT, packaging and forwarding, transportation, supply including transit insurance, (for overseas supply - includes loading and unloading, transportation and insurance from ex-works to port in country of origin, ocean transportation, ocean insurance, port related charges like Terminal handling charges at both ports i.e. disport and load port, wharfage, taxes in country of origin, including Inland transportation from port in India to Plant site, inland transit Insurance, loading at port), storage insurance, supervision during unloading & erection, assembly, testing, pre-commissioning, trial runs, SAT and commissioning etc., of fully automatic LUBE OIL blending systems using latest technologies for setting up the Lube Complex at Chennai as per the details given in SOW sheet & Tender documents. The proposed Blending system shall be a combination of Automatic Batch Blenders (ABB) and Hybrid Simultaneous Metered Blenders (SMB) as per following minimum specifications. This blending system should be fully integrated to manufacture 2,04,203 MT/Annum of various family & grades of Lube Oils - as per the details given in Basis of Design. `Scope of work and reference PFD & P&IDs are indicated in SOW sheet against respective items. The overall PFDs and P&IDs are as per enclosed : 90-0RGN2-A3-002-Rev-I, 90-0RG2N-PID-001_PID for Lube Blending_Rev H; The formulations of different grade along with physical properties are stipulated in Basis of Design document of Technical bid. The scope of vendor also includes supply of consumables for pre-commissioning and commissioning of LUBE OIL BLENDING EQUIPMENT at Lube compex at Chennai.

GREASE PRODUCTION EQUIPMENT - SUPPLY Design, engineering, manufacture, test, FAT, packaging and forwarding, transportation, supply including transit insurance, (for overseas supply - includes loading and unloading, transportation and insurance from ex-works to port in country of origin, ocean transportation, ocean insurance, port related charges like Terminal handling charges at both ports i.e. disport and loadport, wharfage, taxes in country of origin, including - Inland transportation from port in India to Plant site, transit Insurance, loading at port), storage insurance, supervision during unloading, erection, assembly, installation, fabrication, welding, testing, pre-commissioning, trial runs, SAT and commissioning etc., of GREASE PRODUCTION EQUIPMENTS WITH ACCESSORIES (detailed in 6.1A to 6.16A in SOW) using latest technologies for Blending of AUTOMOTIVE & INDUSTRIAL GREASES at Lube Complex at Chennai, as per the details given in SOW sheet & Tender documents. The process equipment & systems shall be fully integrated to manufacture 18,900 MT/Annum at peak production level basis, of various family & grades of Greases - as per the details given in Basis of Design.
