The required prior work experience for the bidder includes experience in successfully completing similar works during the last five years. The similar work experience can be in one of the following forms: 1. Three similar completed works costing not less than 40% of the estimated cost. 2. Two similar completed works costing not less than 50% of the estimated cost. 3. One similar completed work costing not less than 80% of the estimated cost. Additionally, the bidder should have experience in mechanical, electrical, automation, or particular civil work. The average annual financial turnover during the last 3 years should be at least 30 percent of the estimated cost. In terms of specific values and percentages, the lead partner in a joint venture should have a financial capability to meet cash flow requirements of not less than 50% of the respective limits prescribed in the case of individual contractors. The other partner should have a lower limit of 25% of the prescribed limits. The bidder should submit a statement of work in hand or incomplete work, including the value of works remaining to be completed, reasons for delay, expenditure, and actual progress in percentage and amount. The bidder should also mention the cost of similar works, expected progress in percentage and amount, and the description of works, place and state, contract number and date of work order, name and address of the department, accepted tender cost, sanction date of completion, and details of ongoing works. The bidder is required to submit a declaration showing all works for which they have already entered into a contract, and the value of work that remains to be executed in each case on the date of submitting the tender. The bidder needs to provide details of audited turnover expected in the last five years and existing commitment of ongoing work. The bidder should not have a record of poor performance during the last five years, such as abandoning the work, rescission of the contract for reasons which are attributable to non-performance of the contractor, inordinate delays in completion, consistent history of litigation resulting in awards against the contractor or any of the constituents, or financial failure due to bankruptcy. For a specific component in the project, the bidder should have either directly supplied or have a tie-up in the form of MoU with a meter manufacturer who has supplied a minimum of 3250 numbers of AMI/AMR Ultrasonic/Electromagnetic water meters in a single project, which have been installed and working satisfactorily for 12 months in the last ten years.
