The Eligibility requirements mentioned in the tender are: 1. Experience Criteria: - The bidder must have experience of providing similar type of services to any Central / State Govt Organization / PSU for a certain number of years. - The bidder should have experience in operating and maintaining a Sewage Treatment Plant (STP) for a period of three years. - The bidder should have operated and maintained a sewage treatment plant of capacity 25 KLD or higher. - The Bidder shall have successfully executed/completed similar service(s) in the last Seven (7) Years to any Central/State Govt. Organization/PSU/Public Listed Company. 2. Past Performance: - The bidder must have a good safety record, with a declaration stating the number of reportable/fatal accidents that happened for their employees in the last 3 years and the number of safety violations charged in the last 3 years. - The bidder should have a satisfactory performance record in similar contracts. - The bidder should have a proven track record and satisfactory performance, with detailed references (email address/contact details) of end-users. - BPCL reserves the absolute right to reject any or all the bids/tenders solely based upon the past unsatisfactory performance by the bidder/bidders in BPCL. The values mentioned for Eligibility requirements are: * 15% margin of purchase preference/price band for MSE Service Providers. * 100% order quantity will be awarded to MSE bidders if they quote a price within L-1+15% of the margin of purchase preference/price band. * 3 years for considering past performance and safety records. * 48 hours for reportable incidents. * 30 meters for working at height. * Bid validity: 180 days * L1+15% band: If L1 MSE does not match the natural L1 price, other MSEs falling in the range of L1+15% band will be offered in order of L2 MSE, L3 MSE, etc. * One Single Order of Rs.5.40 Lakhs (Rs.4.59 Lakhs for MSME Bidders) * Or Two Orders each of Rs.3.38 Lakhs (Rs.2.27 Lakhs for MSME Bidders) * Or Three Orders each of Rs.2.70 Lakhs (Rs.2.30 Lakhs for MSME bidders) * Capacity of sewage treatment plant: 25 KLD or higher Technical certifications required by the bidder to participate in this tender are: * Diploma in industrial safety/NEBOSH/equivalent qualification for safety stewards and safety officers. * Competency and experience certificate for skilled workers such as scaffolders, welders, electricians, rigger, fitter, line men, etc. * TPI (Third-Party Inspection) certificate for tools and tackles (if applicable). * ISO 9001 * ISO 14001 * ISO 45001/OSHAS 18001 * Udyam Registration Certificate (for MSE bidders) * CA certificate (for MSE bidders) * Valid PF (Provident Fund) registration * Valid GST (Goods and Services Tax) registration * Valid PAN (Permanent Account Number) * Registration with District Industries Centres (DIC) or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation (NSIC) or Directorate of Handicraft and Handloom or Udyog Aadhaar Memorandum (for Micro and Small Enterprises) * Registration with the competent authority for bidders from countries sharing a land border with India. * Valid registration for bidders having Transfer of Technology (ToT) arrangement. * TPIA certification for techno-commercial documents and financial documents.
