The bidder must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third of the estimated cost of work for which the bid is invited. In case of Naxal / LWE affected districts, the value is one-fourth of the estimated cost. The value of road work completed by the bidder under a specific scheme in the originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder should have experience in works of a similar nature and size for each of the last five years. The total monetary value of civil construction works performed for each of the last five years is required. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, calculated based on the maximum value of civil engineering works executed in any one year during the last five years. The assessed available bid capacity is calculated as (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and M is 2. The value of existing commitments and on-going works (B) should be subtracted from this calculation. The bidder's annual turnover should be at least 75% of the amount put to bid, if the amount put to bid is more than Rs. 200 lakhs, or 60% in Naxal/Left Wing Extremist Affected Districts, the figures would be 50%. The amount put to bid above would not include maintenance cost for 5 years and the turnover will be indexed at the rate of 8% per year. The bidder should have completed works of a similar nature and volume over the last five years as a prime contractor. The bidder should provide evidence of ownership of major items of construction equipment or arrangements for possessing them on hire/lease/buying. They should also provide details of the technical personnel proposed to be employed for the contract, having the qualifications defined in the instructions. Specific details such as the number of years of prior work experience for the bidder are not provided, but it is stated that the bidder should have experience in similar works. The capability of the sub-Contractor will also be assessed before according approval to him. In case of a Joint Venture, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The Joint Venture must also collectively satisfy the subject of the criteria. The bidder should provide financial reports for the last five years, including balance sheets, profit and loss statements, auditors' reports, etc. The bidder's financial standing, such as profit and loss statements and auditor's reports for the past three years, should be reported. Evidence of access to lines of credit and availability of other financial resources/facilities (10 percent of the contract value) certified by a banker is also required. The contract value exceeds Rs. 10 crore, and joint ventures are allowed for package sizes exceeding this amount.
