The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third of the estimated cost of work, excluding maintenance cost for five years, for which the bid is invited. In Naxal/Left Wing Extremist Affected Districts, this value is one-fourth. The value of road work completed under a specific scheme shall be counted as 120% for this purpose. The bidder's annual turnover should be at least 75% of the amount put to bid if it's more than Rs. 200 lakhs, or 60% in other cases, with the turnover indexed at 8% per year. In Naxal/Left Wing Extremist Affected Districts, these figures are 50%. The bidder should have completed works with a value of at least one-third of the estimated cost of the work, with a minimum value of Rs. 200 lakhs for the 75% requirement. The bidder's experience and resources should be sufficient to meet the aggregate of the qualifying criteria for individual contracts. The bidder should demonstrate having experience and resources sufficient to meet the qualifying criteria, with the lead partner in a joint venture meeting not less than 50% of the qualification criteria, and each of the remaining partners meeting not less than 25% of the criteria. The bidder is required to have experience in works of a similar nature and size for each of the last five years, providing details of works in progress or contractually committed, along with certificates from the concerned officer. The bidder must provide the total monetary value of civil construction works performed for each of the last five years. The available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at 8 percent a year. The bidder should provide evidence of access to line(s) of credit and availability of other financial resources/facilities, which should be 10 percent of the contract value. The amount of Bid Security is 2 percent of the estimated value of the Works. Subcontracting of components of the Works for construction/up-gradation is allowed, aggregating to not more than 25 percent of the Contract Price. The bidder should provide reports on their financial standing, such as profit and loss statements and auditor's reports for the past three years. The bidder should provide information regarding any litigation or arbitration during the last five years in which they are involved. The bidder should have a minimum experience as specified and provide an affidavit stating that the near relations of certain departmental officers are not in their employment. The bidder should provide details of the technical personnel proposed to be employed for the Contract and evidence of ownership of major items of construction equipment. The bidder should provide a certified copy of the Joint Venture Agreement and a power of attorney signed by the legally authorized signatories of all the partners. The bidder should provide information regarding their proposals for subcontracting the components of the Works and subcontracting of part/full routine maintenance of roads after completion of construction work. The bidder should provide a programme of construction and Quality Management Plan proposed for completion of the work as per technical specifications and within the stipulated period of completion. The bidder should provide information regarding their experience in road works, technical personnel, equipment and resources, financial standing, and any litigation or arbitration during the last five years. The required prior work experience for the bidder includes experience in similar works, with the capability of the sub-Contractor assessed before approval.
