The bidder is required to have prior work experience in civil engineering construction works, specifically executing and completing works of a similar nature and volume during the last five financial years and the current year before the date of Notice Inviting Tenders. The bidder should have satisfactorily completed as Prime Contractor or sub-contractor at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder needs to submit a certificate from the employer, incorporating details such as the name of the work, contract value, billing amount, date of commencement of works, actual date of completion of work, and satisfactory performance of the contractor. The bidder also needs to furnish details of other civil works of similar nature executed and completed in any Government or Semi-Government Department during the last five financial years and the current year before the date of Notice Inviting Tenders, including the allotted cost and work done cost, along with a certificate from the concerned officers. In terms of specific values, the bidder needs to have a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited, with the value of the work completed under Pradhan Mantri Gram Sadak Yojana counted as 120% of the actual value. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one financial year during the last five financial years, updated to the price level of the last year at the rate of 8 percent a year, and should be equal to or more than the total bid value excluding maintenance. The bidder's experience and resources shall be evaluated based on the value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. The lead partner in a Joint Venture shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The bidder should have experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts, with the bidder's available bid capacity for construction work equal to or more than the total bid value excluding maintenance. The bidder should have completed works in the last five financial years, with a maximum value of civil engineering works executed in any one financial year, and this value should be updated to the price level of the last year at the rate of 8 percent a year. The bidder should have a minimum of 25 percent of the contract price for subcontracting the components of the works for construction/up-gradation. The bidder should have access to lines of credit and availability of other financial resources, certified by a banker, with a certificate not more than 3 months old, and the bidder should have a minimum of 10 percent of the contract value. The bidder should have a power of attorney, and the bidder should have a written power of attorney of the signatory of the bid to commit the bidder. The bidder should have a registration card, and the bidder should have an affidavit attested by the 1st class Magistrate regarding the issuance of the registration card. The bidder should have a GSTIN, and the bidder should have a bank account number linked with their GSTIN, and no payment shall be released to any other bank account except the one linked with the GST registered number of the successful bidder. The bidder should have experience in similar works, with a value of existing commitments and on-going works, and the performance of already allotted PMGSY works should be taken into account during the Technical Evaluation of bids. The bidder should have a minimum of 50% of qualification criteria for the lead partner, and each of the remaining partners should have a minimum of 25% of all the criteria, and the Joint Venture must also collectively satisfy the subject of the criteria. The bidder should have experience in construction work, with key equipment and technical personnel, and should not have in his employment near relations of persons listed, or any person who retired as a gazetted officer within the last two years without government permission. The bidder should have access to lines of credit and availability of other financial resources, certified by a banker, with a certificate not more than 3 months old, and the bidder should have a minimum of 10 percent of the contract value. The bidder should have a power of attorney, and the bidder should have a written power of attorney of the signatory of the bid to commit the bidder. The bidder should have a registration card, and the bidder should have an affidavit attested by the 1st class Magistrate regarding the issuance of the registration card.
