The bidder should have satisfactorily completed as Prime Contractor or sub-contractor during the last five financial years and current year before the date of Notice Inviting Tenders at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder should have experience in civil engineering construction work, with a total annual volume of work executed and payments received in the last five years preceding the year in which bids are invited. The bidder should also have experience in similar nature of works executed and completed in any Government or Semi-Government Department during the last five financial years and current year before the date of Notice Inviting Tenders. For joint venture applicants, the lead partner should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of all the criteria. The joint venture must collectively satisfy the criteria, with the relevant figures for each partner added together to arrive at the joint venture total capacity, which should be 100% or more. Subcontracting of components of the works for construction/up-gradation is allowed up to 25 percent of the Contract Price. The bidder should have completed similar civil works with a value that can be calculated as per the formula for available bid capacity, which takes into account the maximum value of civil engineering works executed in any one financial year during the last five financial years. The bidder should also provide details of other civil works of similar nature executed and completed, mentioning allotted cost and work done cost, with a certificate from the concerned officers not below the rank of Executive Engineer or equivalent.
