A new large-scale data center ("Green It Cube") will be operated directly at the GSI Helmholtz Center and at FAIR to accommodate the high storage capacity and computing power required for the FAIR experiments. Energy-efficient technology will be used. The computers in the data center are installed in 19" cabinets, the rear doors of which are designed as heat exchangers. The warm server outlet air is cooled directly as it exits the rack at these rear door heat exchangers, which are designed as air-water registers and through which cooling water flows. The building, with dimensions of 30 MX 27 MX 20 m, includes the 6-storey computer room in a steel construction similar to a high-bay warehouse, as well as an L-shaped concrete block in which technical areas (mainly electrical engineering) and storage areas are located. The pumps and heat exchangers of the primary and secondary cooling water circuits, the corresponding pressure maintenance systems, the drinking water supply systems, the MSR/building automation systems, and the associated electrical supply systems are housed in a single-storey extension, the technical building. In view of the global challenge of climate change and the urgent need to significantly reduce greenhouse gas emissions, Geisenheim University (HGU) is faced with the task of converting its local heating network, which is currently operated with natural gas, to a future-proof and sustainable energy source. For this purpose, HGU is looking for qualified contracting partners who would like to contribute their expertise and know-how to this project. Heat is currently generated using the fossil energy source natural gas. The heat is distributed via a centrally fed local heating network, which is currently being partially renovated. In order to reduce dependence on fossil fuels and achieve the defined sustainability goals, the university is planning to switch to a more ecologically sustainable heat supply. As part of this tender, an energy contractor is being sought who will take over the planning, construction, financing and operation of the required heating center. Description of the contract: The subject of the contract is the complete supply of the university with heating water from a new heating center to be built and operated by the contractor. This tender is being carried out Europe-wide in a negotiated procedure according to Section 17 Vgv and is about the supply of heat as part of an energy supply contract for Geisenheim University. The contractor will take over the heat supply for the university and is responsible for the financing, planning, construction and operation of the heat generation systems. It is intended to conclude a framework agreement for the procurement of services for a "2nd level on-call service 24/7" with a minimum contract term of 24 months and two automatic extensions for a further year each time. The framework agreement ends no later than 48 months after the contract is awarded. The services include basic support. This is to be carried out in the form of on-call services. On-site assignments are possible. Billing is done at a monthly flat rate. No minimum purchase quantity is promised. The inclusion of further projects is also planned. Up to 25 IT services (100 in total) are to be included in the basic support each year. Billing is based on a project-related flat rate. A minimum purchase quantity is not guaranteed. In addition, transitional projects are required at the beginning and end of the framework agreement. Billing is based on a one-off flat rate. In addition, an hourly quota is required for unforeseeable activities. A quota of 300 person hours is to be procured initially. If this is exhausted, the client should be able to call up additional services in the form of hourly quotas of 40 hours (weekly equivalent) or 160 hours (monthly equivalent). The term "standard service times" is therefore often used as a reference point for time commitments and restrictions. The service described here is intended to close the time gap between the standard service time and the service time of the service level category "premium" (= 24/7). IT service management HZD operates IT service management based on the recommendations from ITIL. In the context of this service description, the incident management process and the service desk function are particularly relevant. The processes and functions of HZD's IT service management are supported by an integrated ITSM application and other tools. In the context of the tender, the following should be mentioned in particular: - Trouble Ticket System (TTS) - Configuration Management Database (CMDB) - Knowledge Database (WDB) - Service Catalog Service Desk A central "service operation center" is operated 24/7 in the HZD. Monitoring and event handling ("operations control") and the user helpdesk "IT Service Desk HZD" (ITSD) are operated and managed here. The ITSD is operated entirely and 24/7 at the Hünfeld location. "Operations Control" is provided at the Wiesbaden location from Monday to Friday from 6 a.m. to 5 p.m.; outside of these times, activities are taken over by the ITSD (at the Hünfeld location). Incident Management The owner of the incident management process is the central incident manager (ZIM) of the HZD, who is also the higher-level authority in incident management. "Local incident managers" exist in the departments and specialist groups responsible for IT services. Central Incident Management is available 24/7, guaranteed by an (internally rotating) on-call service outside of HZD working hours. Reducing the number of disruptions that occur and their effects is a constant goal of HZD. This is achieved on the one hand by accelerating recovery times (e.g. using the "2nd-level on-call service 24/7" advertised here). On the other hand, measures are continuously taken to avoid disruptions (e.g. driving forward standardization, modernizing the technology stack and improving relevant processes such as change management and release management). Work organization Services are carried out independently and without instructions to complete the order described in the call-off. If the services and activities can be provided independently of HZD and its employees, the contractor is free to choose the service time. The respective service is provided in consultation between the client's "RB24/7 coordinator" and the contractor's "RB24/7 team leader". The people deployed by the contractor to provide the service report regularly, but at least once a week, to the "RB24/7 coordinator" on the technical results achieved during the reporting period and the current status. When providing services, it may happen that the service provider is required to be present at the service locations listed. If there is an obligation to be present, the HZD business hours must be observed (Monday - Friday from 8 a.m. to 4:30 p.m.). The HZD business hours do not have to be observed for the "basic support" service. Alerting the on-call service The "2nd-level on-call service 24/7" is always alerted by telephone. The provision of the "2nd-level on-call service 24/7" therefore includes the provision of a (primary) national telephone number for alerting.
