The required prior work experience for the bidder is that they must have satisfactorily completed as a prime contractor or subcontractor at least one similar work with an agreement value of not less than 25% of the amount put to bid. The similar work should be considered based on one culvert/bridge under a single agreement. The cutoff date for experience certificates for similar work is the last date of the month before the last date of receipt of the tender. The bidder should have achieved a minimum annual financial turnover of 50% of the amount put to bid, with at least 30% of this turnover being from civil engineering construction works, in any one year in the last five years. The turnover will be indexed at the rate of 8% per year, updated to the price level of the current financial year in which bids are invited, with a maximum indexing allowed 5 times. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the current financial year. The bidder's available bid capacity should be more than the estimated contract value. The value of similar works completed is considered in the calculation of the available bid capacity, where the bidder's past experience and current commitments are taken into account. The bidder should have completed works of similar value, with a total monetary value of turnover and civil construction works performed for each of the last five years. Joint ventures (JV) shall be allowed only for the Estimated Cost Value (ECV) more than Rs 2000 crore. For JVs, all partners shall be jointly and severally liable, and the JV agreement should indicate precisely the role of all members of JV in respect of planning, design, construction, equipment, key personnel, work execution, and financing of the project. The bidder may be a natural person, private or public entity, subject to ITB 3.4, or any combination of such entities supported by a letter of intent to enter into an agreement or under an existing agreement in the form of a joint venture or association (JVA) for packages size exceeding Rs 2000 crore. The expenditure under this contract shall be made from the budget of the Rural Works Department, Govt. of Bihar, and loans/grants from any other sources. Maximum indexing is allowed 5 times of the current financial year in which bids are invited. The bidder should propose subcontracting of components of the construction of road and bridge, aggregating to not more than 25 percent of the contract price.
