The required prior work experience for the bidder includes preparation of DPR/FS cum PPR for at least two projects of 2/4/6 laning of 30% of project length each or one project of 2/4/6 laning of 50% of project length. Additionally, experience of Project Supervision/IE of at least two construction projects of four/six laning of 30% of project length each or one project of 4/6 laning of 50% of project length is required. The bidder should also have experience in at least one O&M project under DBFOT/OMT/O&M of four/six laning of 50% of project length. The value and percentage of similar works completed include 30% of project length for two projects and 50% of project length for one project. The annual turnover from consultancy business should be equal to or more than Rs.5 Crore, with substantially completed works considered as 90% of contract value. The bidder should have experience in similar projects, such as 2/4/6 lane projects, with a minimum of 30% of project length each or one project of 2/4/6 laning of 50% of project length in the last 7 years. The amount of average annual turnover is mentioned as at least Rs. 5 Crore. Specific values and percentages mentioned for certain criteria include 1% of civil work cost for substantial financial implication, 5% of project completion period for substantial time implication, and 30% and 50% of project length for experience in DPR/Feasibility cum PPR preparation and construction projects. The experience in DPR/Feasibility cum PPR preparation is assigned 4 marks for two projects of 2/4/6 laning of 30% of project length each or one project of 2/4/6 laning of 50% of project length, with an additional 0.25 marks for each additional project, up to a maximum of 2 marks. For key personnel, the bidder should have at least 4 personnel with more than one year of experience, with marks assigned linearly varying from 0.25 to 2 for 4 to 12 personnel, and 2 marks for more than 12 personnel. The team leader should be a graduate in Civil Engineering, with 21 marks assigned for this qualification, and post-graduation in Management/Construction/Transportation/Highway Engineering/Structural Engineering or any other specialized stream of civil engineering, with additional marks assigned. The required prior work experience also includes average annual turnover, numbers of key personnel, experience in DPR/Feasibility cum PPR preparation, in-hand DPRs for NHAI Projects, experience as Independent Engineer/Authority Engineer/Supervision Consultant, and experience as Independent Engineer/Supervision Consultants for O&M projects, each with specific marks allocation. The weightage given for experience of a firm depends on the role of the firm in the respective assignments, with full credit if it was the sole firm in the respective assignment, and experience weightage for firms joining as Lead partner or JV partner considered in the same proportion as payment received by the firm towards consultancy work in the project. For 4/6 laning projects, experience of 2 lanes will be considered with a multiplication factor of 0.4, and for 2 lane projects, experience of 4/6 Lane will also be considered with a multiplication factor of 1.5. The lead partner should meet at least 75% and the JV partner should meet at least 40% eligibility criteria of Annual Turnover.
