The required prior work experience for the bidder includes having completed similar works in the last 5 years, with a value of at least 1/3rd of the respective value of work in the IFB, which is not less than one-third of the contract value. The bidder should have also executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity. The bidder's annual financial turnover amount should be at least 67% of the DNIT value in any one year of the respective value of work. However, there is a relaxation in the qualification criteria for unemployed Graduate/Diploma Engineers of Assam, where the minimum annual financial turnover is 25% of the DNIT. The bidder needs to provide a certificate of similar nature of work done, completed in the last 5 years, issued by the authorized Engineer in-charge, as well as a certificate of executed quantities of work done in the last 5 years. The bidder also needs to provide information on the total value of Civil Engineering construction work performed in the last 5 years. The bidder should have access to or availability of credit facilities of at least 10% of the notified contract value and needs to invest a minimum cash up to 25% of the value of the work during implementation of the Contract. The bidder should have completed similar works with specific milestones, including 15% of the entire contract work in 25% of the period allowed for completion of construction, 40% of the entire contract work in 50% of the period allowed for completion of construction, 75% of the entire contract work in 75% of the period allowed for completion of construction, and 100% of the entire contract work within the period allowed for completion of construction. The required key personnel for the bidder include a Project Manager with B.E. Civil + 3 to 5 Years Exp, a Site Engineer with B.E. Civil + 1 Years Exp or Diploma in Civil Engg + 3 years Exp, a Plant Engineer with B.E. Mech + 1 years Exp or Dip Mech + 5 years Exp, a Quantity Surveyor with B.E. Civil + 1 years Exp or Dip Civil + 5 years Exp, and a Soil & Material Engineer with B.E. Civil + 1 years Exp or Dip Civil + 5 years Exp.
