The bidder is required to have prior work experience in construction of Eligible Projects. The bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than 2.5 times the Estimated Project Cost. At least one fourth of the Threshold Technical Capacity shall be from the Eligible Projects in Category 1 and/or Category 3. The bidder must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 35% of the Estimated Project Cost. In case of Consortium/Joint Venture, other members must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 10% of the Estimated Project Cost. The bidder must have completed one Bridge in Railway Sector involving construction of open web girder (multiple spans ≥ at least 76.2m or more) and well foundation with minimum sinking depth of 30 metre. The bidder should have experience in construction of New lines, Gauge Conversion, Doubling, 3rd line, Bridges, ROB, Tunnels, etc. works. The bidder should have received cumulative payments from its client(s) for construction works executed, fully or partially, during the last 5 previous financial years and the current financial year up to the base month. The bidder should have received at least 5% of the Estimated Project Cost of the Project for which Bids are being invited. Additionally, for a project to qualify as an Eligible Project under Categories 1 and 2, the capital cost of the project should be more than 10% of the Estimated Project Cost. The entity claiming experience should have held at least 26% equity in the company owning the Eligible Project during the entire year for which Eligible Experience is being claimed. The bidder should demonstrate additional experience in the last 5 financial years, including no history of collapse of superstructure / substructure of any span of a bridge / flyover / via-duct / metro line work during construction/ service in last 5 years. The value of self-construction during the last 5 previous financial years and the current financial year up to the base month will be considered for the purpose of experience. The bidder should provide details of eligible projects, including year-wise payments received for construction or expenditure on construction works executed by itself in a PPP project. The bidder should also provide an Auditor’s Certificate specifying the net worth of the Bidder. The net worth should be calculated as the aggregate value of the paid-up share capital and all reserves created out of the profits and securities premium account, after deducting the aggregate value of the accumulated losses, deferred expenditure and miscellaneous expenditure not written off. In terms of specific monetary values, the bidder should have received at least 5% of the Estimated Project Cost of the Project for which Bids are being invited. However, specific monetary values are not mentioned for all requirements.
