The bidder is required to have prior work experience as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder should have completed works with a similar description, value of contract, and contract number. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar bridge work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. In terms of financial requirements, the bidder should have access to lines of credit and availability of other financial resources/facilities, which is 10 percent of the contract value, certified by a banker. The bidder should also have a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. Additionally, the bidder must demonstrate experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. The bidder must also meet certain qualification criteria, including having an average annual turnover of at least 75% of the amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. In Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. For joint ventures, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The Joint Venture must also collectively satisfy the subject of the criteria.
