The bid capacity required in the given tender to bid is calculated using the formula: Assessed Available Bid Capacity = (A*N*M - B) Where: A = Maximum value of civil engineering works executed in any one year during the last five years (updated to the price level of the last year at the rate of 8 percent a year) N = Number of years prescribed for completion of the works for which bids are invited M = 3 B = Value, at the current price level, of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. For bids valued at Rs.200 lakhs or less, the bid capacity required is 60% of the amount put to bid. However, for bids exceeding Rs.200 lakhs, the bid capacity required is 75% of the amount put to bid. In Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% are replaced by 50%. Additionally, the bidder should have achieved a minimum financial turnover, as certified by a Chartered Accountant, equivalent to the specified percentage of the amount put to bid, and should have satisfactorily completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of work, excluding maintenance cost for five years. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this calculation.
