The bidder is required to have prior work experience in construction works of a similar nature and volume over the last five years. They should have executed and received payments for civil engineering construction work, with a total annual volume of a specified amount. To qualify for the award of the Contract, each bidder should have in the last five years achieved a minimum financial turnover, which is equivalent to 60% of the amount put to bid if it's Rs.200 lakhs and less, or 75% if it's more than Rs.200 lakhs. However, in Naxal / Left Wing Extremist Affected Districts, these figures are 50%. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third of the estimated cost of work, or one-fourth in case of Naxal / LWE affected districts. The value of road work completed under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion is counted as 120% for this purpose. Additionally, the bidder should have experience in road works, with technical personnel having a degree or diploma in civil engineering and a specified number of years of experience. They should also provide information on their financial standing, including profit and loss statements, auditor's reports, and evidence of access to lines of credit and other financial resources, which should be at least 10 percent of the contract value. The bidder should provide details of works in progress or contractually committed, with certificates from the concerned officer, and information on work performed as prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. They should also provide information on the availability of major items of contractor's equipment proposed for carrying out the works. The bidder may sub-contract part of the construction work with the approval of the employer in writing, up to 25 percent of the contract price, but should not sub-contract the whole of the works. They should provide information on proposed sub-contractors and firms involved for construction, including the value of sub-contract, sub-contractor name and address, and experience in similar work. The bidder should have valid registration with the Employees' Provident Fund organization and provide information on the qualifications of technical personnel proposed for the contract, including their years of experience in road works, building works, and other areas. Joint ventures are allowed for package size exceeding Rs. 10 crore.
