The bidder is required to have prior work experience in civil engineering construction work. The total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited should be provided. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. Additionally, the bidder should have achieved in any one year, a minimum financial turnover equivalent to: - 60% of the amount put to bid, in case the amount put to bid is Rs.200 lakhs and less, - 75% of the amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. In Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The bidder should have total monetary value of civil construction works performed for each of the last five years. For the technical personnel proposed to be employed for the Contract, the required experience is: - A. Degree Holder in Civil Engineering / Experienced Diploma Holder in Civil Engineering: 3 years of road experience, with 10 years of experience in construction. - B. Diploma Holder in Civil Engineering: 3 years of experience. - C. Others (Specify): Supervisor with a Science Graduate degree and 4 years of experience. The bidder should also provide reports on the financial standing, such as profit and loss statements and auditor's reports for the past three years. Furthermore, the bidder should have evidence of access to line(s) of credit and availability of other financial resources/facilities, which is 10 percent of the contract value, certified by a banker. The proposal for subcontracting the components of the Works for construction/up-gradation should not exceed 25 percent of the Contract Price. For routine maintenance, the required experience for technical personnel is: - A. Degree Holder in Civil Engineering: 3 years of road experience. - B. Diploma Holder in Civil Engineering: 3 years of road experience. The amount and deductible for insurance are 1% of the estimated cost of construction put to tender. To qualify for the award of the Contract, each bidder should have achieved, in any one year of the last five years, a minimum financial turnover. This turnover should be equivalent to at least 60% of the amount put to bid, if the amount put to bid is Rs.200 lakhs or less. Additionally, at least 50% of this turnover should be from Civil Engineering construction works.
