The Eligibility requirements mentioned in the tender are: 1. Experience Criteria: The bidder or its OEM should have regularly manufactured and supplied same or similar category products to any Central/State Govt Organization/PSU for 3 years. 2. Past Performance: The bidder's past performance is evaluated, with a weightage of 30%, or the Bidder or its OEM should have supplied same or similar Category Products for 30% of bid quantity, in at least one of the last three Financial years before the bid opening date. The values mentioned for Eligibility requirements are: - 3 years for Experience Criteria - 30% for Past Performance - 30% of bid quantity for past performance Technical certifications required by the bidder to participate in this tender include: - Certificate from the OEM regarding the percentage of local content and details of locations where local value addition is made, if the bidder wants to avail purchase preference. - Documentary evidence to prove eligibility for exemption from experience/turnover criteria, if applicable. - Copies of relevant contracts to support having supplied some quantity during each financial year, in case of experience criteria. - Certificate from the statutory auditor or cost auditor, if the OEM is a company, and by a practicing cost accountant or chartered accountant for OEMs other than companies. - Compliance of BoQ specification and supporting document - Certificate (Requested in ATC) - OEM Annual Turnover is not considered as it is a financial term. - Experience Criteria - Past Performance - Bidder Turnover is not considered as it is a financial term. - Certificate (Requested in ATC) Additionally, for Local Content, a minimum of 50% and 20% Local Content is required for qualifying as Class 1 and Class 2 Local Supplier, respectively. Mandating foreign/international certifications is not allowed if Indian Standards exist, unless equivalent Indian Certification/standards are specified.
