The required prior work experience for the bidder includes similar works completed during the last seven years. The bidder should have satisfactorily completed at least one similar work of value not less than 80% of the Estimated cost of work, or should have satisfactorily completed at least two similar works of value not less than 60% of the Estimated cost of work each, or should have satisfactorily completed at least three similar works of value not less than 40% of the Estimated cost of work each. The bidder should also have an average annual financial turnover of construction works worth 30% of the contract value during the immediate last three consecutive years. For Civil Works and E&M Works, the bidder should have executed a minimum of 50% of the BoQ quantity for quantity-based works, and 70% of Capacity for capacity-based works. The actual value of similar executed works shall be increased at a simple rate of 7% per annum to bring the same to the current costing level. The evaluation of the bidder's experience is based on a points system, with a maximum of 20 marks for experience in similar works, and the bidder must score at least 60% marks for meeting the minimum eligibility criteria and 100% marks for twice the minimum eligibility criteria or more. The bidder must also provide a summary of their current contract commitments and proof of satisfactory completion of works within the designated time as per the contract agreement. The 3rd Joint Venture Partner should have an average annual financial turnover of 25% of the value given in Cl. 3.5 (c), and similar works cost experience based on the estimated cost of work of specific technical works being assigned to them under the relevant technical work category (Civil and/or E&M). The bidder must provide proof of all contract agreements and submit a Balance Sheet and Profit & Loss Statement for the last 5 years, with the Balance Sheet showing a profit for the last 2 financial years. The experience certificate from any private contractor or private organization, and as a subcontractor to a prime contractor, will not be considered while evaluating the bid in compliance with the qualifying criteria.
