(a) Each PV modules must use a RF identification tag (RFID), which must contain the following information:- (i) Name of the manufacturer of PV module (ii) Name of manufacturer of solar cells (iii) Month & year of manufacturer with country of origin (iv) I-V curve for the module (v) Peak wattage, Im,Vm and FF for the module (vi) Unique serial No and Model No of the module (vii )Date & year of obtaining IEC PV module qualification certificate (viii) Peak power rating of the modules should not be less than 545 Watt mono perc half cut cell type. RFID shall be mandatorily place inside the module laminate. (ix) PV modules must qualify as per relevant IEC standard. Additionally the performance of PV modules at STC conditions must be tested and approved by one of the IEC/NABL accredited testing laboratories incl solar energy centre.For details of test labs refer MNRE website. SPV modules should be essentially indigenously manufactured (manufactured in India).The make of SPV shall be any from the latest updated list of ALMM circulated by MNRE subject to fulfilment of all technical specification as brought out in tender documents.

(x) The BOS (Balance of System) items/components of the SPV plants deployed under this project must confirm to latest edition of IEC or equivalent BIS standards/MNRE specification. The test certificates/ reports for the BOS items/components can be from any of the NABL/IEC accredited testing laboratories or MNRE approved test centres. (xi) All materials used shall have a proven history of reliability and stable operation in external application. It shall perform satisfactorily in relative humidity upto 85%+5% with temperatures between -40°C to +85°C and shall withstand gust upto 150 Km/Hr on the surface of the panel. (xii)The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. (xiii) Shadow analysis report of the site has to be submitted along with topographical survey . The same shall be incorporated in design of solar plant in PV syst (xiv) After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work. The consultant shall certify that the work has been executed in accordance with vetted and approved design. The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by accepting officer. All cost and charges for engagement of consultant shall be borne by the contractor. (b) The department reserves the right of making independent inquiry with MNRE, SECI & NISE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one , that make shall not be allowed. (c)The warranty of PCU/inverter, and other BOS items will be of 5 years to be provided by OEM, after completion of work.Bidder shall consider local geographical condition/metrological data at the location for the required design period. (d) PV modules shall have product warranty of 10 years after completion of work.The contractor must submit 10 years warranty for PV modules from OEM .Contractor shall furnish approved security i.e. FDR from approved bank for an amount equal to 2.5 percent of work done for the period of 10 years. (e) Providing training to the personnel deputed by the executing agency.

Manning and operation of Solar Power Project for Tech Complex of 23 WEU by providing one operator in one shift of 8 hours , from 0900 Hrs to 1700 Hrs (01 shift per day) for maintaining and smooth operation of system complete in accordance with recommendations of OEM with trained man power based on following requirements all as directed by GE: (a) The installation etc as mentioned above will be operated with minium one operator with adequate experience in one shift a day including holidays. (b) The contractor shall be responsible for proper inspection of modules, cleaniness of modules, inspection of all wirings, connectors, strings, harness, check the voltage and current, structural stability, regular inspection of inverters or any other part of plant for smooth operation. (c ) The contractor shall guarantee minimum plant availability of 99%. In case the plant fails to generate any power even for one day any time during maintenance period, apart from the force majeure clause and grid outage as certified by competent authority, the contractor shall be liable for compensation @ of 80% value of production of average units per day average of 30 days preceding to the day of failure of production. (d) The contractor shall submit daily attendance register of personnels employed in the work duly signed by contractor's rep, contractor, rep of Engineer-in-charge every month to Engineer-in-charge for his persusal and signatures which will make basis for claiming payment in RARs & bills. (e) All the defects and complaints will be attended and rectified by technically qualified engineers/technicians within 48 hours of registering of complaints including replacement of defective spare parts without any extra charge, failing which Rs 500/day will deducted from the RARs & bills after 48 hours or as directed by GE. (f)The contractor shall maintain accurate and up to date operating logs, records and monthly reports regarding operation and maintenance of the plant which shall include details of power output, other operating data, repairs performed and status of equipment Upon expiry of contract , the contractor shall hand over all such records to deptt.
