The bidder should also have an average annual financial turnover during the last 5 years, with the previous financial year's turnover being at least 30% of the estimated cost. The bidder should not have incurred any loss in more than 2 years during the last 5 years. The bidding capacity of the contractor should be equal to or more than the work put to tender, calculated using the formula: Bidding Capacity = {[AxNx2.5]-B}, where A is the maximum turnover in construction works, N is the number of years prescribed for completion of work, and B is the value of existing commitments and ongoing works.
