The bidder should have experience of work contract, including testing and commissioning successfully in the last ten years. The experience required includes: - Three completed, tested, and commissioned works each costing not less than 30% of the estimated cost put to tender (i.e., Rs. 800.30 Lacs). - Two completed, tested, and commissioned works each costing not less than 40% of the estimated cost put to tender (i.e., Rs. 1067.06 Lacs). - One completed, tested, and commissioned work of aggregate cost not less than 60% of the estimated cost put to tender (i.e., Rs. 1600.59 Lacs). The similar work shall mean “Completed, tested and commissioned works of construction of STP, Laying of sewer & appurtenant works.” Physical criteria to be evaluated include: - Three similar works completed & commissioned works of STP of minimum 3.06 MLD capacity each. - Two similar works completed & commissioned works of STP of minimum 4.08 MLD capacity each. - One similar work completed & commissioned work of STP of minimum 6.12 MLD capacity each. The bidder should have experience in works similar to the one being bid, with a value of at least 40 percent of the cost put to bid, as evidenced by a Bank Solvency Certificate. The bidder should have completed similar works with a value of at least the estimated cost of the current work, and should have a good performance record, as evidenced by the performance certificate. The bidder should also provide details of the technical and administrative personnel to be employed for the works, including their designation, qualification, date of birth, and experience in years. The bidder should have prior work experience, with specific requirements for personnel capabilities, including a Graduate Engineer with 5 years of total experience and 1 year of experience in a similar position, and a Diploma Engineer with 5 years of total experience and 1 year of experience in a similar position. For equipment capabilities, the bidder should own or have assured access to certain equipment, including Poclain, JCB, Vibration Roller, Dumper, and Hydra, with specified minimum requirements. The bidder is required to submit a performance report, which should be clear and exhaustive enough to establish similarity with the work under bid. The performance report should include details such as the location of the work, estimated cost, contract value, final contract value, date of start, scheduled date of completion, actual date of completion, and amount of compensation levied for delayed completion, if any. The bidder's litigation history will also be examined, and if the employer finds the litigation history against the interest of work, the bidder may be disqualified. A Bank Solvency Certificate, equivalent to at least 40 percent of the cost put to bid, should also be submitted. The bidder is required to have experience in works of similar nature. They must submit a list of similar works executed during the last 10 years as per Form-III & IIIA. The amount of compensation levied for delayed completion, if any, should be mentioned in the performance certificate. The bidder should have a good performance record, as evidenced by the performance certificate, with a rating of Very Good, Good, Fair, or Poor. The bidder should have an average audited annual financial turnover during the immediate last three consecutive financial years on construction works, equal to at least 30% of the cost of work put to tender. The bidder must have a positive net worth in the immediate last financial year, and the net worth of all partners in a JV should individually be positive. The value of turnover and experience on construction works/value of experience shall be brought to the current costing level by enhancing the actual values at 7% per year calculated from the date of completion of work to the date of publication of the NIT. The bidder should also provide an undertaking that they understand the decision of the Executive Engineer regarding the presence or absence of their engineer from the work shall be final and binding upon them. Specifically, for Joint Venture (JV) firms, the value of a completed work done by a member in an earlier JV firm/partnership firm shall be reckoned only to the extent of the concerned member's share in that JV firm/partnership firm. Similarly, the turnover on construction works by a member in an earlier JV firm/partnership firm shall be reckoned only to the extent of the concerned member's share in that JV firm/partnership firm. The bidder should have experience in foreign countries of a subsidiary or parent company, which will also be considered for qualification, and experience of WWTP will also be considered. The value of similar completed works as well as turnover on construction works shall be brought to the current cost level by enhancing the actual value at the rate of 7% per annum at a simple rate.
