The class eligibility requirement to bid or participate in this tender is the class of Building works.

The bid capacity required in the given tender to bid involves the following: 1. Solvency of minimum 40% of the estimated cost put to tender. 2. Earnest Money Deposit (EMD): - 2% for works up to Rs. 5.00 Cr. - 1% or Rs. 10.00 Lac, whichever is higher, for works above 5.00 Cr. 3. Average annual financial turnover during the immediate last 3 consecutive financial years ending on 31.03.2024 on construction work should be at least 30% of the estimated cost put to tender. 4. Performance guarantee/security money, which is a percentage of the contract cost, to be submitted at the time of signing the contract in the form of a Fixed Deposit Receipt (FDR) or Bank Guarantee from any Scheduled Commercial Bank. 5. Additional security/performance security to safeguard against contractors quoting very low rates, calculated based on the difference between the quoted rate and the estimated cost of works: - Up to 10% below the estimated cost of works: No additional security is required. - Above 10% and up to 15% below the estimated cost of works: 1.00% additional security for each 1.00% quoted below the estimated cost. - Beyond 15% below the estimated cost of works: 2.00% additional security for each 1.00% quoted below. 6. Formulas for calculating the additional security: - For quotes between 10% and 15% below the estimated cost: Additional Security = (Quoted Rate - Estimated Cost) / Estimated Cost * 1.00% - For quotes more than 15% below the estimated cost: Additional Security = (Quoted Rate - Estimated Cost) / Estimated Cost * 2.00% 7. Assessed Available Bid Capacity = 2 x A x N – B Where: A = Maximum turnover during the last five financial years (corrected to the current level of value) N = Stipulated period of execution of the work for which the tender is invited in years B = Value of existing commitments to be completed during the execution period of the bid.
